Site work, paving, outdoor lighting and renovation of a mixed-use development in Jacksboro, Tennessee. Conceptual plans call for the renovation of a transportation facility; for site work for a transportation facility; for outdoor lighting for a transportation facility; and for paving for a transportation facility.

In accordance with FAA Advisory Circular 150/5100-14E and the policies and procedures of Campbell County, Tennessee Government and the Colonel Tommy C Stiner Airfield, notice is hereby given that a Request for Qualifications for Professional Airport services is invited from professional engineering, planning and environmental consulting firms to render complete consulting services required in connection with the development and improvement of the Colonel Tommy C Stiner Airfield. The type of services may include but not be limited to: General Consulting, Funding Procurement and Grant Administration, Planning and Programming, Engineering Design, Architectural Design, Resident Engineering, Master Planning, Environmental Analysis, Noise Studies, Preparation of DBE Plans, Land Surveying, Construction, and Associated Services. The professional services may be required for various projects such as: 1. Relocate Bullhorn Taxiways and Airfield Lighting Replacement- Split Plans and Update 2. Ground Maintenance Equipment 3. Airfield Pavement Rehab - Final Design/Bidding 4. Airfield Pavement Rehab - Apron - Construction 5. ALP Update with AGIS Survey 6. Airfield Land Expansion - Site Preparation - SWR/Preliminary Design 7. Airfield Land Expansion - Site Preparation - Final Design/Bidding 8. Airfield Land Expansion - Site Preparation - Construction 9. Terminal Improvements - Environmental and Preliminary Design 10. Terminal Improvements - Final Design & Bidding 11. Terminal Improvements - Construction 12. Airfield Pavement Rehab - Runway - Construction 13. Relocate Bullhorn Taxiways - Construction 14. Approach Clearing Acquisition 15. Approach Clearing Construction 16. Airfield Lighting Replacement The detailed scope of each project will be negotiated with the successful firm as the need for each project arises. Campbell County, Tennessee Government operating the Colonel Tommy C Stiner Airfield plans to make application to the Federal Aviation Administration (FAA) or the State of Tennessee over the course of several years for grants for airport related development. All of the above projects may not receive funding and Campbell County, Tennessee Government reserves the right to procure the subject services from another source. The intent of this solicitation is to enter a five (5) year contract with the selected proposer to provide services on a project-by-project basis with the specific scope of services and fee for such services to be determined and negotiated at the time the specific project is undertaken. As a general rule services will only be engaged for the project(s) to be funded by a grant that Campbell County, Tennessee Government expects to receive. The negotiation of project specific services and the associated fees shall occur at the time those services are needed. If a price cannot be agreed upon between Campbell County, Tennessee Government and the selected firm during negotiations of the project specific engagements, Campbell County, Tennessee Government reserves the right to terminate negotiations and, negotiate the second highest ranked firm or initiate a new procurement action. Contracts may not be negotiated under this advertisement beyond five (5) years of the date that the initial contract is signed. In order to be considered firms must be experienced in providing the type of consulting services for which the Request for Qualifications is submitted. The schedule for the above projects is subject to availability of funding from the FAA and the State of Tennessee and is, therefore, unknown at this time. All parties are advised that some of the projects may not be undertaken, some of the services may not be required and that Campbell County, Tennessee Government reserves the right to initiate additional procurement action for any projects or services included in this request. Qualification Statements sent by fax, email or other electronic means will not be accepted. Qualification Statements should be clearly marked "Airport Consultant Statement of Qualifications" on the outside of the sealed envelope. Statements submitted by the established deadline will be evaluated based upon the following criteria: 1. Qualifications and competence of the firm. Provide firm biography and history of the firm's aviation services business. (10%) 2. Firm's experience in the type of service being sought. List recent experience in airport projects comparable to proposed projects. Firms should provide the name, address and telephone number of the contact person for a minimum of three similar multi-year assignments. (30%) 3. Capability of the firm to perform the service desired within an acceptable time frame. List key project personnel's professional background, experience and workload. Identify those individuals to be assigned to the project, who at the time of submission, reside at the location to perform the work. Show permanent office location of all other key personnel and show history of successful on time and in budget project performance. (30%) 4. Firm's familiarity with and proximity to the geographic location of the projects. Indicate office location where work will be performed. (15%) 5. Capability to furnish qualified construction inspectors for resident inspection. (10%) 6. Firm's past performance meeting professional services DBE goals. (2.5%) 7. Evaluation of firm's EEO Policy. (2.5%) Following submittal, the Statement of Qualifications will be reviewed and evaluated. The three highest-scoring firms may be invited to make an in person oral presentation or be available for telephone interviews to the selection committee. Campbell County, Tennessee Government will select the firm that it feels is most qualified to provide the required services. Subsequently, a contract will be negotiated for the first grant project anticipated. Campbell County, Tennessee Government reserves the right to waive any informality in the submitted Statement of Qualifications, to reject any and all Statement of Qualifications, or to re-advertise for additional Statement of Qualifications. Pursuant to local purchasing policies all interested firms must include a fully executed W-9 Form, Vendor Acknowledgement Letter, and Vendor Certification of Eligibility and Non-Collusion in accompaniment to their proposal. In accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 41 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination of Federally-assisted programs of the Department of Transportation issued pursuant to such Act, it is the policy of the Campbell County, Tennessee Government that Disadvantaged Business Enterprises (DBEs) shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with federal funds. All firms providing professional services for the Colonel Tommy C Stiner Airfield shall take all necessary and reasonable steps in accordance with the foregoing regulations to ensure that DBEs have the maximum opportunity to compete for and perform contracts without discrimination on the basis of race, creed, color, national origin, handicap, or gender. All respondents are responsible for costs associated with the preparation of materials in response to this RFQ. Campbell County, Tennessee Government assumes no responsibility for such costs. A cone of silence shall be in effect during the sealed competitive solicitation process beginning upon the advertisement for the sealed competitive solicitation, or during such other procurement activities, such that prospective submitters shall not discuss the terms of their proposals with each other in an effort to promote fair and equitable competition.
