Restripe Apron Services Proj No. DJCF222386 23 June 2022 1.0 General: 1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform restripe of apron services, as defined in this PWS. 1.1.1 Objectives: The purpose of this project is to restripe the parking apron to increase functionality and safety for aviation operations on Channel Islands Air National Guard Station, Port Hueneme, CA 93041. 1.2 Not used. 1.3 Period of Performance (PoP): The Period of Performance shall be 160 days from the date of the award. W50S7522Q0010 Page 52 of 76 1.4 General Information: 1.4.1 Place and Performance of Services: The contractor shall provide services between the hours of 7:00 AM - 5:00 PM on Monday through Friday, except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. Performance shall be at Parking Apron and Taxiway at Channel Islands Air National Guard Station, 4146 Naval Air Road, Port Hueneme, CA 93041. The contractor shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility/installation is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce are essential. Teleworking is not authorized. 1.4.1.1 Not applicable 1.4.1.2 Unscheduled gate closures by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays. Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee's installation driving privileges. 1.4.1.3 The contractor's employees shall become familiar with and obey the regulations of the installation; including fire, traffic, safety, and security regulations while on the installation. Contractor employees should only enter restricted areas when required to do so and only upon prior approval. All contractor employees shall carry proper identification with them at all times, and shall be subject to such checks as may be deemed necessary. The contractor shall ensure compliance with all regulations and orders of the installation, which may affect performance. The Government reserves the right to direct the removal of an employee from Government property or revoke access to Government systems for misconduct, security reasons, or any overt evidence of communicable disease. Removal of contractor employees for reasons stated above does not relieve the Contractor from responsibility for the total performance of this contract. POP 25-JUL-2022 TO 01-JAN-2023 Contractor Furnished Property, Materials, and Equipment (CFP/M/E): 4.1 General: Except for those items specifically stated to be Government-Furnished in Paragraph 3.0, the contractor shall furnish everything required to perform these services as indicated in Paragraph 1.1. 5.0 Requirements: The contractor shall: 5.1 Surface Preparation 5.1.1 The contractor shall allow new pavement surfaces to cure for a period of not less than 30 days before application of marking materials. Thoroughly clean surfaces to be marked before application of the paint. Remove dust, dirt, thermoplastics, and other granular surface deposits by sweeping, blowing with compressed air, rinsing with water, or a combination of these methods as required. Where oil or grease is present on old pavements to be marked, scrub the area with several applications of trisodium phosphate or other approved detergent or degreaser and rinse thoroughly after each application. 5.2 Restripe Parking Apron 5.2.1 The contractor shall furnish and install new tow way centerline markings, restricted area markings, entry control point markings, detailing features, and other painted features as noted on Sheet C-1 through C-4 Parking Apron Striping Document dated June 11, 2019 and edited April 7, 2022 (see attachment). W50S7522Q0010 Page 59 of 76 5.2.2 The contractor shall remove all existing restricted area marking and warning signs unless otherwise noted without damaging the underlying asphalt or concrete. 5.2.3 The contractor shall prepare pavement per the product manufacturer's recommendations prior to installing markings. 5.2.4 The contractor shall paint markings on flexible and rigid pavements. The paint must be lead-free and airfield-grade pavement marking. Apply markings at 12-14 mils wet-film thickness for coverage of 121 sq. ft. per gallon. Apply beads to permanent painted markings to build up beyond a total thickness of 40 mils. Reduce the number of passes to a minimum, to reduce cracking and peeling. 5.2.5 The contractor shall post apply retro-reflective media (glass beads) per the manufacturer's recommendations. The contractor shall use and apply Type III retroreflective media per Specification TT-B-1325D. 5.2.6 The contractor shall use the appropriate color chip numbers from SAE's AMSSTD-595, "Colors Used in Government Procurement". 5.2.7 The contractor shall place Type E-1 Warning signs six (6) inches from the restricted area line facing outward spaced at 100 ft. intervals on center. 5.2.8 The contractor shall comply with all requirements and notes referencing UFC-3- 260-04 Airfield and Helicopter Marking.
