As of January 13, 2023, a design firm has been selected for the project. A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: On behalf of the Michigan Department of Corrections (MDOC), the Department of Technology, Management, and Budget (DTMB) is requesting professional architectural and engineering services for the design, bidding, and construction administration of roof-system replacements of various buildings at the Muskegon Correctional Facility. This request is to provide Phase 300 Schematic Design, Phase 400 Preliminary Design, Phase 500 Final Design, Phase 600 Construction Administration/Office, and Phase 700 Construction Administration/Field Inspection Services. Buildings included in this scope are: the Administration Building, Vocational/Academic Building, Power House/Heat Plant, Maintenance and Storage Building, Admissions Building (with Health Care Wing), five Housing Units, and six Guard Towers. The campus has a variety of roofing systems, including pitched-roof metal panels and low-slope roofing. Existing roof decking, insulation and roof venting methods vary among the buildings. The existing roofing systems appear original to the buildings, which date from the mid1970s. Please see attached Building List for buildings included in the scope of this request. Building List provides building name, approximate construction date, existing roofing material, and approximate building area. Depending on the project location, individuals may be required to wear masks to attend meetings and for a firm to be eligible to submit bids / quotations / proposals. Bring and be prepared to wear a mask if required upon arrival. Requirements may change at any time and any updated guidance must be followed. All buildings require complete roofing system removal and replacement. The PSC will evaluate all existing roofing materials, roof decking, insulation, and venting systems for each building, and provide recommendations for improvement/repair/replacement options for roofing materials, roof decking, insulation and venting of the roofing system(s) of each building. This project will comply with all codes, standards, regulations, and workers' safety rules that are administered by federal agencies (EPA, OSHA, and DOT), state agencies (DCH, EGLE, DNR, and MIOSHA), and any other local regulations and standards that may apply.
