This project scopes primary purpose is to continue design services from 30% detailed design documents through construction documents, provide construction administration services, and provide any other professional services to complete project closeout. Proposals for the project under this solicitation are for Architectural and Engineering Services. The Design firm shall provide all design services as needed or directed by COTA from 30% detail design to project closeout and turnover. Any change in scope of services, the design firm shall immediately notify COTA and not proceed until they receive an executed change order. These services shall include but not limited to: construction documents, SWPPP and NEPA submittal, design assistance with property closing, annexation, and rezoning, all plan submittals and review fees for ANY needed reviewing jurisdiction including the federal, state, or local agencies including the right of way. The design firm shall assist with CIG Program acceptance, and any other federally required processes. The design firm shall coordinate with other Corridor projects including the Northwest Corridor. The design firm shall also engage the public for public input and public understand through the remaining percent phases. The design firm shall coordinate with all utilities for utility relocation and clearly indicate and incorporate site utility design requirements. The design firm shall provide all design services, permitting & construction documents, bidding, construction administration, and utility relocation/field verification. The design firm will be expected to present the design documents to stakeholders at the end of each phase and incorporate comments prior to beginning the next phase. Design firm shall coordinate detailed design meetings with local municipalities and key stake holders as needed. Design firm shall provide updated and well defined capital costs for each corridor. COTA also reserves the right to request any other services, agreed upon by both parties, as defined in a task order. The Central Ohio Transit Authority (COTA) is the primary provider of public transit services for the greater Columbus and Central Ohio region, striving to deliver safe, reliable, and costeffective transportation services to the public. COTA serves over 1.2 million residents and provided approximately 19.1 million fixed-route passenger trips and 265,000 ADA paratransit trips in 2019. Operationally, as of January 2020, COTA has over 1,100 employees and 41 fixed-route lines. The Central Ohio region is growing both in terms of population and jobs. The Mid-Ohio Regional Planning Commission (MORPC) projects that Central Ohio will grow to 3 million people by 2050. Transit is intrinsic to smart growth patterns along with land use decisions, which support public mobility options. The Columbus Metropolitan Statistical Area (MSA) consists of seven counties in central Ohio. The counties include Delaware, Fairfield, Franklin, Licking, Madison, Morrow, and Pickaway. Franklin County is the MSA's largest county in terms of population. There are twenty-five incorporated municipalities in Franklin County. Columbus is the largest city in Franklin County. COTA's service and taxing areas consist of Franklin County and small portions of Delaware, Fairfield, Licking, and Union Counties. The areas served outside of Franklin County are within municipalities that were signatories to The West Broad St and East Main St corridors are two of the most heavily utilized fixed route bus corridors in the COTA services. The West Broad St corridor is approximately 8.75 miles in length beginning in the downtown district at Long St and Washington Ave and ending Rockbrook Crossing Ave. The East Main St corridor is approximately 13.75 miles in length beginning in the downtown district at the Spring St Terminal and ending east of Taylor Rd within a proposed development. In a partnership with the City of Columbus, Franklin County, Ohio Department of Transportation, MORPC, Franklin Township, Prairie Township, City of Whitehall, City of Bexley, and City of Reynoldsburg a service consisting of mixed traffic and dedicated center running Bus Rapid Transit (BRT) network. During the programming and initial design phasing, a Locally Preferred Alternative that establishes the route/corridor the BRT will operate within. The E/W Corridors are a part of a larger planned multi-modal, region developmental initiative known as LinkUS. The E/W Corridors will be designed to include the following mobility assets: end of line Transit Centers at Rockbrook Crossing Ave and the proposed development east of Taylor Rd, one mobility hub along each corridor, dedicated bus lanes in specified sections along W. Broad St and E. Main St, intersection improvements, level boarding and improved stations w/ ADA accessibility, Transit Signal Priority (TSP), improved bike lanes (where applicable), and improved sidewalks. Additional service items also include facility upgrades to support the maintenance and operation of transit vehicles. This contract shall provide complete design services starting from 30% detailed design including NEPA Reporting, CIG (Capital Investment Grant) Program Assistance, public engagement, construction administration efforts, field utility verification efforts, and any other professional services as needed through closeout of the project. This is expected to be a Construction Manager at Risk project with a Construction Manager joining the team for pre-construction services at mid-2023. The Design firm shall provide a revised and updated construction estimate and any challenges are more clearly addressed. Construction estimates shall be updated at each design milestone of 60%, 90%, Permit/Construction documents, and any subsequent GMP proposals from the awarded CM. The design firm shall clearly organize estimate and provide assistance with the CIG program documentation. Deliverables: Refined detailed construction cost estimate coordinated by categories coordinated with COTA and CM Assist with any and all grant related funding requirements Detailed capital estimates and assist with CIG program acceptance The method of contractor selection has not been determined at this time.
