Site work and paving for a mixed-use development in Rome, New York. Working plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; road / highway; and road / highway.

Project includes sidewalk, curbing, and streetscape improvements to pedestrian crossings and intersection controllers for ADA accessibility requirements, as well as tree plantings. There will be no pre-bid conference for this bid. All questions must be submitted in writing and directed to: Gregg Ursprung P.E. Phone: (518) 556-3637 gursprung@bergmannpc.com Bids shall be accompanied by money order, certified check, or bid bond in the amount of 5% of the total bid price, payable to the City Treasurer, City of Rome, Rome New York. No bidder may withdraw their bid within forty-five (45) calendar days after the actual date of the opening thereof. Comply with all federal contract provisions including but not limited to Equal Employment Opportunities, Debarment and Suspension, Anti Lobbying, Small and Minority-owned and Women-owned Businesses, Drug-Free Workplaces, Non-Discrimination, Federal Labor Standards. Comply will all HUD Section 3 provisions. HUD Section 3 Code of Federal Regulation at 24 CFR 135 applies to construction contracts exceeding the $200,000 threshold. All applicable regulations must be followed if bid total exceeds the threshold. Section 3 of the Housing and Urban Development Act of 1968 as amended, 12 U.S.C. 1701. Section 3 requires that to the greatest extent feasible, opportunities for training or employment be given to low and very low-income residents of the project area and contracts for work in connection with the project be awarded to business concerns that provide economic opportunities for low and very low-income persons residing in the metropolitan area in which the project is located. It is the policy of the City of Rome to encourage the greatest possible participation of minority and women- owned business enterprises (MWBEs). All qualified MWBE suppliers, contractors, and/or businesses will be afforded equal opportunity without discrimination because of race, color, religion, national origin, sex, age, disability, or sexual preference. The City of Rome reserves the right to reject any or all proposals or to accept any proposals deemed to be in its best interest.
