,989.16 The Kent County Purchasing Division on behalf of the City of Kentwood, is soliciting bids for contractors for a CDBG Public Infrastructure project for construction of a restroom building at Jaycee Park, located at 1088 Gentian Dr SE, Kentwood, MI 49508. Work to be completed by March 31, 2023 (with winter construction) or June 30, 2023. Kent County will evaluate, award and contract for the goods and services in this solicitation in an efficient and timely manner. The solicitation will be awarded to the responsible bidder whose bid, conforming with all the material terms and conditions of the solicitation, is the lowest price. In no event will notification of award be more than thirty (30) days from the date of vendor submission. Respondent, at time of submission, shall in good faith quote a delivery date after full and careful consideration of materials, production schedules, labor availability and other relevant factors. Respondent shall notify Kent County Purchasing in writing within (10) business days of purchase order receipt if the confirmed delivery date is later than the quoted delivery date. The County reserves the right to either accept the confirmed delivery or cancel the purchase order. Respondent acknowledges that any agreement pursuant to this solicitation is in reliance upon Respondent's confirmation of delivery. Respondent may incur liquidated damages if delivery is more than (15) business days from the confirmed delivery date. Attention is called to the requirement for ensuring that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. (See Exhibit E - Equal Opportunity Clause 11246.) Contractor and all sub-contractors must comply with the requirements outlined in the attached Federal Labor Standards Provisions related to employment, wages, and payroll processing. Minimum salaries and wages as set forth in the Wage Determination must be paid on this project. Compliance with the Davis-Bacon Act is required of the contractor and all sub-contractors for this project. (See Exhibit A - Federal Labor Standards and Exhibit C - General Wage Determination) For awards greater than $200,000, all Subrecipients, subgrantees, developers, contractors, and subcontractors involved with the project must satisfy the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u and the regulations at Title 24 C.F.R. Subtitle A part 75 (Exhibit B). To be identified as a qualified bidder, the respondent must include with the bid (1) certification that it is a Section 3 Business Concern, or (2) a Section 3 Plan that identifies how the respondent will facilitate compliance with this federal requirement. Respondents requiring technical assistance in developing a Section 3 Plan should contact No Bid Bond is required if a bid is less than $500,000. If the bid is withdrawn after the bid opening, the Respondent may be removed from the Bidder's list ("Vendor Registration") pursuant to Kent County Purchasing Central Purchasing and Open Market Procedures for Goods and Services section D.13 Failure to Perform Satisfactory. Inquiries Deadline Date & Time (local) 8/4/2022, 2 PM Each bid over $500,000 must be accompanied by a Bid Bond executed by the Respondent and payable to County of Kent for five percent (5%) of the total amount of the bid. Attorneys-in-fact who sign Bid Bonds or Payment Bonds and Performance Bonds must file a certified effective dated copy of their Power of Attorney. A certified check, bank draft, cashier's check, or negotiable U.S. Government bond (at par value) may be submitted In lieu of a Bid Bond. Personal checks are NOT acceptable. Each contract over $50,000 must be accompanied by a Performance Bond and a Payment Bond, each payable to the Owner (County of Kent) and each in the amount of 100 percent (100%) of the contract price with a corporate surety approved by the funding agency, for the faithful performance of the contract. The undersigned acknowledges the right of the Owner to accept or reject any proposal or part of any proposal submitted.
