The estimated magnitude of this project is betw een $25,000 and $100,000. The NAICS for this procurement is 238310; Dryw all and Insulation Contractors w ith a size standard of $16.5 Million. In accordance w ith FAR 28.102-1(b), payment protection is required for any resultant contract greater than $35,000. If contract aw ard is for under $35,000, no payment protection is required. The U.S. Army Corps of Engineers (USACE), St. Paul, Minnesota District has a requirement for a contractor to supply all equipment, labor, and materials necessary to install new closed cell spray foam insulation and ductless mini-split AC unit in accordance with the manufacturers' recommendations and local building codes. They shall also supply and deliver ceiling tiles, ceiling tile grids, and LED lighting. All work shall take place at the following address: US Army Corps of Engineers Cross Lake Recreation Area 35507 Co Rd 66, Crosslake, MN 56442 The resulting contract shall be a Firm, Fixed-Price contract with a completion date of October 31, 2022. The North American Industry Classification System (NAICS) code for this project is 238310; Drywall and Insulation Contractors with a size standard of $16.5 Million This solicitation is a Total Small Business set-aside. The solicitation is a Request for Quotes (RFQ) No CD's or hard copies of this notice or the solicitation will be available. In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the System for Award Management (SAM). US Army Corps of Engineers Cross Lake Recreation Area 35507 Co Rd 66, Crosslake, MN 56442 651-290-5793 1.0 GENERAL: The contractor shall supply all equipment, labor, and materials necessary to install new closed cell spray foam insulation and ductless mini-split AC unit in accordance with the manufacturers' recommendations and local building codes. The contractor shall also supply and deliver ceiling tiles, ceiling tile grids, and LED lighting. 2.0 MEASUREMENT AND PAYMENT: The payment provided for in the contract shall constitute full compensation for furnishing all materials and for performing all work under the contract in a complete and acceptable manner. The contract work shall include providing plant, equipment, tools, supplies, labor, supervision, incidental materials, quality control, environmental protection, testing and meeting safety requirements, and for performing all work required for which separate payment is not otherwise provided. Compensation for all work shown, specified, or essential to completion of the project (whether the specific material or operation is indicated) shall be included on the Schedule of Items/Services. Payment provided for in the contract includes compensation for all risk, loss, damage, and expense arising out of the nature of the work or its prosecution, subject to conditions of the contract. Payment will be made upon completion and acceptance of all contract work. The contractor shall work with the Contracting Officer's Representative (COR) in the submission of payment requests. Invoice instructions can be found in the Special Contract Requirements. 3.0. ENTERANCE STATION BUILDING: 3.1. Description: The Entrance Station Building is a one level cedar sided building with a Met-Tile metal roof, built in the 1970's. The framework consists of 2" x 4" studs, 16" on center, creating approximately 500 square feet of office space. The floor is concrete. Existing paneling, insulation and ceiling tiles have been removed. 4.0 INSTALLATION SPECIFICATIONS: 4.1. Protective Coverings: The contractor shall cover all walls, floors and windows with plastic or tarps to protect the walls and floors from damage during the removal of the ceilings and during spraying of the foam insulation. It is the contractor's responsibility to remove any materials sprayed on the walls, floors or windows. DESCRIPTION AND LOCATION. Cross Lake Recreation Area is a Corps of Engineers managed recreation area that includes heavily utilized facilities including a dam, campground, boat ramp, a beach, fish cleaning facilities, picnic areas, playgrounds, etc. It is located on Cross Lake, in Crosslake, Minnesota in Crow Wing County. 23 miles North of Brainerd, Minnesota. 8.0 CONTRACT PERIOD. All contract work must be completed between September 12, 2022 and October 31,2022. The Entrance Station may be occupied by 1 - 2 employees utilizing the space for office and guest service accommodations. Work will be scheduled and arranged to cause as little disruption to normal working conditions as possible. The general public shall be warned with signs &/or barricades and not be allowed in the work areas while work is being performed. 9.0 SAFETY. All work shall be performed in accordance with all federal, state, and local laws and regulations and the Corps of Engineers Safety and Health Manual, EM-385-1-1. See the Special Contract Requirements for further information. 10.0 ORIENTATION. Prior to the start of work, the Government will provide an orientation to the Contractor and contract personnel which will include discussion of contract requirements, facility inventory, safety considerations, quality control, security, and administration. Contractors are encouraged to make a site visit to inspect the Ranger Office before submitting a quote. Visits can be prearranged by contacting Corrine Hodapp at 651-290-5790 or by email at corrine.k.hodapp@usace.army.mil Monday-Friday between the hours of 8:00 am and 4:30 pm. 11.0 WORK PLAN. The contractor shall submit a plan that details the sequence and scheduling of the proposed work during a Monday-Friday work week. The work plan shall be submitted within 10 days of contract award. The work plan shall be discussed at the initial pre-construction meeting to be held at the Cross Lake Site. The "Work Plan" shall be approved prior to start of work. 12.0 DISPOSAL: All excess materials shall be disposed of off-site in accordance with all local, State and Federal Disposal Codes.
