NOTE 1: In accordance with FAR Part 28.101-1(c), the Contractor will NOT be required to provide a Bid Guarantee. NOTE 2: In accordance with FAR Part 28.102-1(b), the Contractor will be required to provide the following payment protections for all construction contracts greater than $150,000.00. (i) Payment Bond or (ii) Irrevocable Letter of Credit and (iii) Performance Bond A Payment Bond or Irrevocable Letter of Credit is the SELECTED payment protection for the Government. The penal amount of bond shall be 100% of the original contract price. If the contract price increases, the Government will require an increase in the penal sum of the existing bond. This bond shall be submitted to the Contracting Officer within 10 days after receipt of award. A Performance Bond shall be required if the total price of the quote is greater than $150,000.00. The penal amount of the Performance Bond shall be 100% of the original contract price. If the contract price increases, the Government will require an increase in the penal sum of the existing bond. This bond shall also be submitted to the Contracting Officer within 10 days after receipt of award. Crack Repair, Sealcoating, Line Striping FFP Contractor shall furnish all labor, materials, and equipment necessary to provide sealing of all random pavement cracks, parking lot sealing, and line striping at the Cape Cod Canal in accordance with the Statement of Work. General 1. Scope of work Furnish all labor, equipment, and materials to perform random pavement crack sealing, parking lot sealcoating, and line striping at the Cape Cod Canal Project. The work includes crack sealing approximately 14 miles of service road (7 miles on each side of canal). The work includes crack sealing, priming, and sealcoating Sites 160 and 260. The work includes crack sealing, priming, sealcoating, and line striping/pavement markings at three parking lots (See attached Figures 1-6 and Photos 1-6). No onsite work shall be performed between Memorial Day to Labor Day (no summer season work). A. Crack Sealant, a single component, low modulus, hot applied crack and joint sealant, for all cracks less than 1 1/2 ", including hairline cracks: 1. 126,000 Square Yards of Pavement (+/- 35,000 Linear Feet of Cracks) 2. Work includes preparation and repair of all cracks, including previously repaired cracks, which have subsequently failed. B. Crack Sealant Mastic, hot-applied polymer modified asphalt mixed with specially designed aggregate and modifier combinations to properly fill wide cracks and defects, for all cracks greater than 1 1/2 ", including filling and leveling of wide transverse or longitudinal cracks and joints, filling potholes and utility cuts, filling in ponding, localized skin patch repairs and leveling faulted areas: 1. 126,000 Square Yards of Pavement (Provide and Install 7000 Pounds of Material) C. Polymer Modified Pavement Sealer (3 Parking Lots: Tidal Flats, Bourne Recreation Area, Sagamore Recreation Area; Site 160, and Site 260) 1. 15,000 Square Yards Pavement (2 Coats) D. Waterborne Pavement Markings (3 Parking Lots: Tidal Flats, Bourne Recreation Area, Sagamore Recreation Area) 1. 5,500 Linear Feet (Match Existing Pavement Markings) At all repair areas, the work includes all barriers, flashing barricade lights, signage, and designated flaggers to protect the public during fieldwork. At all repair areas, work includes removal of debris/materials and proper disposal or recycling. Locations The general location of the service roads, (3) parking lots, site 160, and site 260 at the Canal Project is shown on Figure 1. The work areas are located on federal property in the Town of Bourne and Sandwich, MA. The service road is closed to motorized vehicles and used extensively by the public for recreational activities. Access for construction vehicles is limited to existing access gates. With an approved traffic control plan, the contractor will be permitted to close 1 mile of service road at a time, progressing as a "rolling" operation to continue repairing cracks. The service road must be clear for safe pedestrian, bike, and vehicular travel each night and whenever construction work is not occurring. 3. Site Visits The service roads open to the public with non-motorized vehicles at any time. Interested vendors can inspect the existing conditions of the service roads at any time with nonmotorized vehicles. No extra payment will be allowed for perceived additional work caused by unfamiliarity with site conditions and requirements. A scheduled site visit will be provided for all interested parties, with a date and time to be determined. Contact the Technical Point of Contact to confirm attendance for site visit.
