Per the owner, as of October 29, 2024, an award has been made for this solicitation. Owner states that construction is anticipated to begin in April 2025. Closed solicitation has been included below for reference. ................. The Services described in this RFP and in the proposed Contract are to be completed by June, 30, 2023. Under this Request for Proposals the City of Glendale on behalf of its Public Works Department is requesting Professional Engineering Services for Central Park Block Project ("Services"). The City of Glendale is seeking proposals from professional design firms to implement the "Grand Steps" schematic design approved by the City of Glendale for the Central Park Block. In 1996 the Greater Downtown Strategic Plan (GDSP) was adopted and became a key foundation for the Downtown Specific Plan adopted in 2006. The GDSP was a visioning document for downtown's future development and identified the need for a "Town Center" to serve as the community's focal point in the blocks bounded by Broadway, Harvard Street, Louise Street and Central Avenue. The GDSP called for mixed-use commercial development on the west side of Brand Boulevard and civic-focused improvements on the east centered on the Central Library, Central Park and Adult Recreation Center ("Central Park block"). The "Grand Steps" design emphasizes an entry to the park from the Brand Boulevard paseo with grand steps leading up from the Parking Lot 10 to the great lawn. A second lawn between the library and ARC is included that increases the functionality of the great lawn. Greater activation of the park and programming is accommodated by areas dedicated to children's play, a multi-generational game plaza, and a peaceful forest park. In response to community concern over the loss of open space, by converting onsite parking lots into park space, the Grand Steps concept increases the amount of open space. The City is soliciting written proposals from experienced Professional Engineering firms to prepare project plans, specifications, and cost estimates for the Central Park Block Project. The award of contract by the City will be dependent upon the qualifications, experience, understanding of requested scope of work, and cost proposals submitted by the consultants, and may be contingent upon the approval of the City Council. The method of Contractor Selection has not been Determined at this time.
