Renovation of an elderly care / assisted living facility in Smithfield, North Carolina. Conceptual plans call for the renovation of a elderly care / assisted living facility.

The Town of Smithfield is currently accepting applications for qualified applicants for design services to produce schematic drawings, design development drawings and outline specifications, construction drawings and specifications, bid documents, and construction administration of The Hastings House. The Hastings House, a property determined eligible for listing in the National Register of Historic Places, was severely damaged by Hurricanes Florence and Michael. The Town of Smithfield applied for, and was successfully awarded, a grant through the NC State Historic Preservation Office from the Emergency Supplemental Historic Preservation Fund, administered by the National Park Service, to provide repairs to historic structures damaged during this storm. Project Description and Requested Services The Hastings House, is a property determined eligible for listing in the National Register of Historic Places, was severely damaged by Hurricanes Florence and Michael. The Town of Smithfield applied for and was successfully awarded a grant through the NC State Historic Preservation Office from the Emergency Supplemental Historic Preservation Fund administered by the National Park Service to provide repairs to historic structures damaged during this storm. The Town of Smithfield is seeking a person/firm that meets the professional qualifications referenced in 36 CFR 61 for design services to produce schematic drawings, design development drawings and outline specifications, construction drawings and specifications, bid documents, and construction administration. History and Background The Hastings House is a two story, side gabled, Greek Revival dwelling, five bays wide and two bays deep with an exterior chimney at each end. The facade is dominated by a two-tier, three bay, pedimented porch. Local historians in the 1960's concluded the house was built in 1854 by merchant-planter Williams Hastings. However, more recent research in land records reveals that Christopher Christophers, a local building contractor bought the lot for $100 in 1839 and sold it as an improved lot for $800 in the same year to Dr. A.F. Telfair, suggesting 1839 as a more likely construction date and Christophers as builder. This would make the Hastings House one of the earliest examples of Greek Revival architecture in Johnston County and the oldest structure in Smithfield. In 1865 the house served as headquarters for Confederate generals prior and following the Battle of Bentonville. The house was saved from demolition by local preservationists and in 1966 was moved from its original site to its current location on Front Street. The house still retains its architectural integrity and is a considered a landmark because of the association of its builder, the Civil War, and families who resided in it. Currently, the Hastings House is the home of the Downtown Smithfield Development Corporation. Proposed Preliminary Scope of Work Work will consist of the following: Preparing a National Register nomination, producing schematic, design development, and construction documents, including specifications, and to provide bid services and construction administration. This work will direct the following work in conformance with the Secretary of the Interior's Standards and Guidelines for Archeology and Historic Preservation under the supervision of staff of the North Carolina State Historic Preservation Office (HPO) and the Office of State Archaeology (OSA): Repairing the existing damaged metal roof, or if necessary, replacing in-kind the existing damaged metal roof with a hand formed standing seam metal roof. Work also includes replacing the roof sheathing where necessary. Repairing exterior brick masonry at the chimneys: repointing mortar joints where necessary with new mortar matching the color, texture, strength, joint width, and joint profile of the existing masonry; and repairing, or replacing in-kind where necessary, damaged brick masonry with brick matching the color, texture, finish, and size of the historic masonry. If necessary, a stone strengthener may be applied as a resiliency measure. Repairing, or replacing in-kind where necessary, damaged historic wood windows including removing paint and glazing compound, evaluating the wood trim, repairing damaged wood elements and replacing in-kind where necessary, assessing and repairing the counterweight system, and replacing damaged glazing. Work also includes repainting the windows and installing storm windows. In addition, two rear window openings may be re-established if HPO staff's field verification of framing indicates these openings were original; if so, new sash and trim would match the existing historic sash and trim. Repairing, or replacing in-kind where necessary, exterior siding, trim, shutters/hardware, and front porch elements. Work also includes painting the exterior. Repairing, or replacing in-kind where necessary, damaged interior finishes, including plaster/gypsum board walls, moldings, trim, and stair balusters. Work also includes painting the interior. Inspecting and repairing electrical systems. Meeting Architectural Barrier Act standards where necessary. Project Schedule All design and construction activities leading to final completion of the project are to be accomplished no later than August 30, 2024. Consultant Qualifications/Selection Consultants qualified to provide architectural and engineering services will be selected based on demonstrated competence and qualification for the type of professional services required, without regard to fee, and including the following criteria: The person/firm must meet the qualifications referenced in 36 CFR 61. The person/firm must have experience and performed satisfactorily on previous similar projects for properties listed in or determined eligible for listing in the National Register of Historic Places. The person/firm must have adequate experience and/or staff to perform the work required. The person/firm's proposed time schedule for the work and its history of meeting time schedules on prior similar work. The person/firm's Historically Underutilized Business (HUB) status. Submission of Proposals Consultants interested in the project are invited to submit a proposal that describes how they would conduct the project, including a proposed schedule, and addresses the criteria listed above. The proposal must include the following: A list of the types of services for which the person/firm is qualified. Names of the principals, key persons, or associates who would be involved in the project, specifying what role each individual will play. A list of similar projects completed by the person/firm with names, addresses and phone numbers of clients. Prior experience with federally funded projects. Interim quarterly reports to the NPS are required by the grant agreement. The consultant will work with the Director of Parks and Recreation to provide necessary reporting on work completed and hours of work devoted to the project during the quarter. The person or firm must adhere to all applicable Federal compliance standards including Certification Regarding Debarment, Suspension, Ineligibility and Voluntary Exclusion - Lower Tier Covered Transactions, Lobbying Prohibited, Non-Discrimination, Conflict of Interest, Internal Confidentiality Agreements, Trafficking Victims Protections Act of 2000, and Unmanned Aircraft System, aka Drones. The Method of Contractor Selection has not been determined at this time.
