informalities in the bids received, to increase or reduce the scope of work to meet budgetary limitations, including other needs, and to accept and award the bid to the lowest evaluated bid deemed most favorable to the interest of the Town. The scope of work generally consists of conducting closed-circuit television (CCTV) inspection of portions of the stormwater drainage network along Narragansett Avenue. Additional CCTV inspection of the stormwater drainage network along Park Avenue is carried as an additional alternative to this project The scope of work includes, but is not necessarily limited to, performing water jet cleaning and debris removal, video inspection, and location of all pipes connected to miscellaneous small drainage systems within the Town of Westerly. The Contractor shall provide inspection reports which includes a Project Summary, still shots of features and problems found with location delineated, and copies of videos on two flash drives in a format viewable by the Town. The inspections shall locate and identify sizes and material types of all pipes, culverts, and any other sources of inflow and outflow from/ to the drainage system. Several drainage structures may consist of large subsurface and/or recessed structures where physical entry into the structures is required in order to place the CCTV equipment within the pipe(s) to be inspected. It shall be the responsibility of the Contractor to conduct these structure entries in order to conduct all CCTV inspections, and the Contractor shall be certified in confined space entry and provide all necessary health and safety equipment in order to conduct confined space entries.
