Adjustment of sanitary sewer manholes and sanitary sewer flush holes to grade on various streets within the City of Napa that have been overlaid with approximately 2.5 inches of asphalt concrete. A valid Class A, Class C-34, or Class C-42 California contractor's license is required to bid on this project. Any bids received after the scheduled closing time for receipt of bids shall be returned unopened. The successful bidder will have the opportunity to enter into a partnering agreement with the Owner. Partnering consists of a voluntary effort by all parties to develop joint goals and establish a cooperative rather than adversarial atmosphere while executing the contract. The objective of partnering is effective completion of the work on schedule, within budget, and in accordance with the Contract Documents. Partnering shall commence and proceed as specified in the Supplementary General Conditions. In accordance with Public Contract Code 20784 each bid must conform and be responsive to the invitation, the Plans and Specifications, and all documents comprising the Contract Documents. Each bid shall be presented under sealed cover and shall be accompanied by a certified check or bidder's bond, made payable to the Owner, in an amount not less than ten percent (10%) of the bid. The said check or bidder's bond shall be given as a guarantee that the successful bidder will execute the contract in conformity with the form of agreement contained within the contract documents, and will furnish bonds and insurance policies as specified within ten (10) days after notification of the award of the Contract to the successful bidder. The contract documents that the successful bidder must submit within ten (10) days of notification of award include, but are not limited to, a payment bond in an amount of at least 100 percent of the amount payable by the terms of the project contract and that satisfies the requirements of California Civil Code Section 3248, and a performance bond in an amount of at least 100 percent of the amount payable by the terms of the contract, and a maintenance bond in an amount of at least ten (10) percent of the amount payable by terms of the contract. All project bonds must be executed by an admitted surety insurer in accordance with applicable law and acceptable to the Owner. No bidder may withdraw its bid for a period of ninety (90) calendar days after the date set for the opening thereof. The Bidder shall guarantee the total bid price for a period of ninety (90) calendar days from the date of bid opening. The Owner reserves the sole right to reject any or all bids and to waive any informality in a bid.
