The City of New Richmond is requesting proposals from qualified firms to conduct a comprehensive Storm Water Utility rate study. The consulting firm will provide an independent analysis of existing rates and recommend appropriate adjustments in rate levels and/or structures necessary to fund Storm Water operations, maintenance, capital costs, and debt service. The proposed rate analysis will provide a minimum five-year rate forecast (2023-2027). The rate study will be based upon a comprehensive review of the City's storm water budgets, future growth, facility plans and studies, and any other information deemed necessary. The City of New Richmond, also known as "The City Beautiful", was founded in 1857, and is located 40 miles east of the Twin Cities in the scenic St. Croix Valley Area. We are a growing community of 10,079 people. The City is projected to grow at a rate of 236 people/92 homes per year over the next 20 years. New Richmond issued 244 permits for new home construction and 71 permits for new commercial building construction in 2021. Through June 2022, the City has issued 161 residential permits and 44 commercial permits. Modest residential and commercial growth is expected to continue through the five-year rate horizon. The City's Street Department is responsible for maintenance of the City's roadways, a network of over 63 miles of local streets, collectors and arterials. The City has approximately 50 miles of storm water mains. The Streets Department is also tasked with maintaining the City's storm water collection and treatment system, generally consisting of pipes, manholes, catch basins and retention ponds. In 2005, the New Richmond City Council created, by Ordinance (No. 330), a Storm Water Utility to finance the City's Storm Water Management Program. The Method of Contractor Selection has not been determined at this time.
