The Trinity River Authority of Texas (Authority) is a conservation and reclamation district of the State of Texas. The Authority owns the 159.47 acre, 18-hole Cape Royale Golf Course (Course) located near Coldspring, Texas. The Course abuts Lake Livingston and has a spectacular view over the lake and is surrounded by luscious pines. The course is currently closed due to deferred maintenance. The Authority seeks to renovate the Course and reopen it for the recreational and economic benefit to the community.
The Authority is interested in design services, site planning services, cost projections and other professional services for the Course design and renovation as detailed in Attachment A. Seated on the Course is a club house in crucial need of renovation. Although renovation or demolition and replacement of the Course club house is not being specifically solicited in this RFQ, it is an integral part of the Course and should be accounted for in the proposed design plan for the renovation of the Course.
The Authority invites the submission of a Statement of Qualifications (SOQ) from qualified Respondents to provide design services for Course renovations. Firms are encouraged to submit qualifications and contact information in response to this Request for Qualifications (RFQ) to assist the Authority in creating a list of firms that may be qualified to perform the scope required. Please note, this qualification process is only for professional services in compliance with 30 Tex. Admin. Code 292.13(4). Once a firm has been deemed qualified, it will be invited to respond to provide a proposal. The rules of the Texas Commission on Environmental quality require the Authority to follow this two-step process.
