WEB Water Development Association, Inc. (Owner) is requesting Bids for the construction of the following Project: Moratorium Area Improvements Project: 2 MG Elevated Tank The Project includes the following Work: Constructing one 2,000,000 gallon elevated potable water storage tank, complete with site work, foundation, control room, site piping, appurtenances, outlet structure, painting, seeding, and other appurtenant items as required by the Project Drawings, Specifications, and Contract Documents. The project is located approximately 4 miles east of Roscoe in Edmunds County of South Dakota. Owner reserves the right to reject any and all Bids. Award, if made, shall be to the responsible Bidder whose Bid, conforming with all the material terms and conditions of the advertisement for Bids, is lowest. Bid security shall be furnished in accordance with the Instructions to Bidders. Interested contractors will have an opportunity to gain a full knowledge of the work involved, the bidding procedure, and other information required to prepare and submit their bid. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. The following waivers apply to this Contract: De Minimis, Minor Components, Pig iron and direct reduced iron. All information contained in the bidding documents is copyrighted material and shall not be copied, supplied, modified, adapted, or otherwise displayed to any third party. Paper copies of the project drawings and project manual are on file and open for public inspection at the office from which they may be obtained. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder's date of receipt of the Bidding Documents. Only prospective Bidders obtaining the Bidding Documents from Bartlett & West will be included on the plan holders list. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
