By virtue of statutory authority, preference shall be given on other than Federal Aid Projects to materials, products, supplies, provisions, and other articles produced, manufactured, made, or grown within the State of Missouri where same are of a suitable character and can be obtained at reasonable market prices in the State, are of a quality suited to the purpose intended and can be secured without additional cost over foreign products or products of other states.
