Stormwater Best Management Practices (BMP) Installation, Repair and Excavation Services GENERAL SCOPE The District is looking for a vendor who can provide the following services in a professional and costeffective manner: A. Storm water Pond Repair: The selected vendor will need to be able to mitigate common storm water pond failures like, but not limited to, clogged drain tiles, invasive species removal, erosion control, and flooding The District frequently collaborates with Capitol Region Watershed and Ramsey County to install storm water BMP to resolve flooding, sediment, and erosion control issues. These BMPs include, but are not limited to storm water ponds, rain gardens, and other storm drain inlet and outlet controls. The selected vendor will need to have experience installing storm water BMP. The selected vendor will need to have experience working from plans prepared by contractors, watershed districts, consultants, etc. Many of the projects will be funded with grants, the selected contractor must have experience working with grant contracts. This work often includes excavation, grading, concrete installation, planting, runoff management, soil stabilization, sediment control, and installing riprap, river rock, etc. These installations typically take place during the summer months when students are not on site, however the selected contractor is preferred to have experience working in owner-occupied sites. C. Excavation: The selected vendor needs to be able to provide both labor, excavation, and trucking services for these projects. Site restoration must be part of any excavation proposal unless the Owner specifically excludes it from the request for pricing on excavation services. If site restoration is not included, repairs to surrounding surfaces or the site will be at the Contractor's expense per the General Conditions. The Contractor is responsible for any permits related to excavation work. I. All elevations for finish grade must be +/- 0.1' of any elevations provided on plans developed by the Owner or Owner's designated representative unless project plans, details, specifications and/or compliance with codes dictate a specific standard exceeding this condition. II. Site restoration must be part of any excavation proposal unless the Owner specifically excludes it from requests for pricing on excavation services. If site restoration is not included, repairs to surrounding surfaces or the site will be at the Contractor's expense per the General Conditions. III. The Contractor is responsible for any permits related to excavation work. Costs for permitting and erosion control requirements not included in any pricing solicited by the Owner will be the responsibility of the Contractor and will not be reimbursed by the Owner. D. Erosion Control The Contractor is responsible for erosion control during a project. Contractor is responsible for directing the erosion control operations and ensure compliance with all Federal, State, and Local ordinances and regulations. I. Contractor is responsible for installing erosion control measures prior to grading activities. II. Contractor is responsible for coordinating construction operations so that erosion and sediment control measures (temporary or permanent) are installed and maintained concurrently with the remaining work of the project. III. Infiltration areas and constructed infiltration systems should not be constructed until the contributing drainage area and/or adjacent construction has been completely stabilized. When the timing of construction is not possible, the Contractor shall insure sediment from exposed soil areas does not enter into the filtration area or system.
