The Sacramento River West Side Levee District (District) is seeking a Statement of Qualifications from consultants with expertise in Civil Engineering, Geotechnical Engineering and/or Hydraulic Engineering to participate on a Safety Assurance Review (SAR) panel. The District is seeking consultants with expertise in levee embankment and floodplain restoration design and construction. The District desires to have experts participate on a SAR panel for the Grimes Floodplain Restoration and Levee Resiliency Project. Please see the attached Request for Qualifications (RFQ) for additional information. Details of submission are included in the RFQ. If you have any questions, please follow the instruction within the RFQ. A SAR is a Type II Independent External Peer Review (IEPR) that is required to be completed for a project when the project involves making alterations to any US Army Corps of Engineers (USACE) federally authorized Civil Works project under 33 United States Code Section 408 (33 USC 408) where potential hazards pose a significant threat to human life (public safety). The SAR is intended to provide an impartial and independent, projectspecific review on the aspects of a project's work that pose a life safety threat, such as the stability of the levee (structure, floodwall, or levee). The SAR shall consider all projectspecific areas where the levees are modified or connected with each proposed structure. In support of the 2012 Central Valley Flood Protection Plan (CVFPP) and other flood management related programs, the State of California Department of Water Resources (DWR) evaluates State/Federal project levees as part of its Levee Evaluation Program (LEP), and if appropriate, identify remedial measure(s). As part of the LEP, DWR implemented the Non-Urban Levee Evaluation project (NULE), which completed geotechnical evaluations for non-urban levees. NULE investigations determined that a segment of the Sacramento River West Levee, which protects the small community of Grimes, suffers from through, and under seepage. DWR also created the Small Community Flood Risk Reduction Program (SCFRRP) in response to the adoption of the 2012 CVFPP. In 2017, the County of Colusa (County) received a grant from Phase I of the SCFRRP to complete a feasibility study of structural and non-structural actions that could reduce flood risk to the small community of Grimes. Several structural and non-structural alternatives were evaluated, and the most feasible alternative was determined to be a fix-in-place option of a slurry wall. DWR reviewed the feasibility study and considered the recommended alternative for further implementation and funding. In 2020, SRWSLD received additional grant funding from DWR as part of Phase 2 of the SCFRRP to perform design, environmental review, and permitting for the Project. SRWSLD is in the process of completing design, environmental review, and permitting for the approximately 1.8 mile long seepage slurry cutoff wall along the west bank Sacramento River levee approximately between Levee Miles 32 and 34. Other project elements include: restoration and enhancement of a riparian habitat area adjacent to the levee, waterside hardening, and remediation of existing levee encroachments. It is anticipated for the design, environmental review, and permitting to be completed in early 2023. SRWSLD is pursuing additional grant opportunities for construction of the Project. The District reserves the right to reject any and all Statement of Qualifications. July 29, 2022 Final day for submittal of questions regarding the RFQ that will be responded to. August 2, 2922 Responses to questions will be provided no later than this day. The Method of Contractor Selection has not been determined at this time.
