1. GENERAL. This is a non-personnel services contract to provide Glazing Services in support of the Directorate of Public Works (DPW). The Government will not exercise any supervision or control over the contract service providers performing the services herein. Contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1. DESCRIPTION OF SERVICES/INTRODUCTION. The Contractor shall provide personnel, management, any other items and services necessary to perform Glazing Services as defined in this Performance Work Statement (PWS). The Contractor shall perform to the standards and specifications in this contract. 1.2. BACKGROUND. There are numerous types of facilities with a wide variety of window types and sizes that require glazing services throughout the Fort Hood installation. The different types of structures that require glazing services are barracks, motor pool facilities, headquarters facilities, museums, a large variety of administrative facilities and any other type of structure that requires glazing services, excluding the Fort Hood Family Housing (FHFH) facilities. Technical Exhibit A provides the sizes and materials for the barracks only. 1.3. OBJECTIVE. The objective for performance under this contract is to provide glazing services to maintain the security of facilities and the Garrison in a well-maintained status. 1.4. SCOPE. The Contractor shall provide personnel, management, and any other items and services, not Government furnished, necessary to perform the Glazing Services function as defined in this performance work statement at Fort Hood, Texas. Facilities that are serviced are barracks, motor pool, headquarters, museums, a large variety of administrative facilities and any other type of structure that requires glazing services, excluding the FHFH facilities. The Contractor shall prepare and maintain reports for Government approval. The Contractor shall perform to the standards and specifications in this performance work statement. PERIOD OF PERFORMANCE (POP). The period of performance shall be for one (1) sixty (60) Month ordering period. The Period of Performance reads as follows: 60 Month: 1 January 2023 - 31 December 2027 A. Quote Submission and Inquiries. 1. Quotes shall be submitted electronically prior to the closing date and time identified in block 8 of the SF 1449, to the e-mail addresses below. Electronic submission via e-mail is the only acceptable means to submit quotes. The capacity limit for receipt of files via email is 9MB total file size. If the quoter is sending the email submission with more than 9MB, then the quoter shall send the files in separate email submissions. Contracting Officer: Angel D. Barkley, angel.d.barkley.civ@army.mil Contract Specialist: Mary Chamberlin, mary.a.chamberlin4.civ@army.mil 2. Quote submissions via mail or facsimile will not be accepted. 3. The point of contact responsible for supplying additional information and answering all inquiries is the Contracting Officer via the Contract Specialist. Address all questions or concerns to the Contract Specialist and Contracting Officer. All questions regarding this solicitation shall be submitted in writing via email not later than 9:00 AM (central time) 3 October 2022 to the Contracting Officer and Contract Specialist. W9115122Q0002 Page 44 of 58 4. Questions submitted after the specified date/time will not be accepted by the Government. Responses to the questions will be incorporated into an amendment to the solicitation and posted to the SAM.gov website for viewing by all potential quoters. Industry questions and answers may or may not have a bearing on the substantive content of the solicitation or the contract requirements, and it should NOT be assumed that the date set for receipt of quotes will be extended. 5. Site Visit. The Government will hold a site visit at numerous buildings on Fort Hood, Texas on 22 September 2022. Vendors shall submit the names and titles of representatives attending the site visit to the Contracting Officer and Contract Specialist prior to the site visit. The site visit will begin at 10:00 AM, central time at Building 36000 (Shoemaker Center), Shoemaker Lane, Room 1300B, Fort Hood, Texas. Building 36000 is located at the intersection of Darnall Loop and Wratten Drive. A visitor's pass is required for access to the Fort Hood installation, and it can take up to an hour to acquire one. Attendees should plan to arrive early in order to obtain their visitor's pass and arrive at the site visit on time (for additional information During the site visit, the technical representatives and/or the Contracting Officer will entertain questions and clarifications of the requirements in the solicitation; however, verbal answers or responses will not be considered official Government answers. For official answers or responses, submit all questions in writing by the specified date/time. The method of contractor selection has not been determined at this time.
