This is a Request for Information (RFI) as outlined in FAR 15.201(c) (7). The purpose of this RFI is to accomplish market research pursuant to Federal Acquisition Regulation (FAR) Part 10, and to identify businesses capable of performing the functions described herein. The Government is requesting information regarding the availability and feasibility of attracting new service providers to support the requirements of the Department of State, Physical Security Programs Physical Security Division, Research and Development (DS/PSD/RD) as described in this RFI. This notice is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a commitment on the part of the government to conduct a solicitation for the below listed services in the future. Responders are advised that the government will not pay for information submitted in response to this RFI, nor will it compensate interested parties for any costs incurred in the development/furnishing of a response. Background/Program Description The mission of the DS/PSD/RD is to provide a safe, secure environment for the conduct of American diplomacy and the promotion of American interests worldwide. In furtherance of this mission DS/PSD/RD is mandated to provide physical deterrence and protection for our domestic and overseas facilities from physical and explosive related attack. The personnel required under this contract effort will research, design, test, and evaluate methods to provide this physical protection. They will work for the Research and Development Section (DS/PSD/RD) within the Physical Security Programs Physical Security Division (DS/PSP/PSD). Occasional worldwide travel is required to be per-formed of all positions. Further, DS/PSD/RD provides oversight on the implementation of the development of Overseas Security Policy Board (OSPB) security standards and Department policies and procedures associated with the physical security, construction security, transit security, secure procurement, defensive equipment, and armored vehicle programs at U.S. missions. Description of need The U.S. Department of State's Bureau of Diplomatic Security, Countermeasures, Physical Security Program's Research and Development Branch (DS/PSD/RD) has a requirement to acquire the services of a contractor to provide research, development, engineering support and analysis, subject matter expertise, and design services for the following areas: blast mitigation, anti-ram vehicle barriers, perimeter protection/vehicle impact resistance, physical security construction management, forced-entry mitigation, ballistic mitigation. Services are also required for SharePoint website maintenance and updates, technical writing, project management, and construction management experience as it relates to physical security. Services shall also include the provision for DS/PSP/PSD engineering expertise to facilitate the interaction with members of foreign governments and other U.S. Government agencies and departments. The personnel under this contract are required to provide expertise in four key areas: 1) full-service blast mitigation engineering and design services, 2) full service anti-ram barrier engineering and design services, 3) full service forced entry and ballistic resistance engineering and design services, 4) full-service project management services and 5) full-service construction management of physical security related systems and features. These services also include the evaluation of existing and proposed facilities in the key areas. This may include a turn-key design approach to retrofitting of existing facilities.
