Renovation of a medical facility in Los Angeles, California. Completed plans call for the renovation of a 67,400-square-foot medical facility.
DESCRIPTION OF WORK: UCLA Health proposes to convert the west, east, and north wings of the fourth floor of Ronald Reagan UCLA Medical Center (RRUMC) from Behavioral Health to Medical/Surgical spaces to expand inpatient bed capacity by up to 103 beds. The project will also add a new patient unit to the administrative wing on the south side of the building and will expand the north unit into the administrative bridge connecting the north of the building. The project will upgrade the building infrastructure to support acute care needs and the additional beds. The Anticipated Contract Value is $98,954,000. Requests for clarification or interpretation of the Bidding Documents must be in writing and received by University by 5:00 p.m., May 3, 2024. Questions received after the above-noted deadline may be answered at the discretion of the Universitys Representative. All bidding inquiries shall be directed only to: John D'Amico EMAIL: jdamico@capnet.ucla.edu The project will renovate approximately 67,400 gsf of the 115,600 gsf on the fourth floor to accommodate the proposed program, including alteration, replacement, and upgrades throughout the affected areas of the fourth-floor building systems. Much of the existing infrastructure will be reused while providing all code-required spaces and maintaining operational efficiencies. The alterations will address Americans with Disabilities Act compliance, changes associated with building system upgrades and operating efficiencies, sustainability, safety, and security. Pneumatic Tube System Design/Build: Bidders shall provide Pneumatic Tube design/build services for modifications to the existing Pneumatic Tube system (hereafter Design/Build Work). The Anticipated Contract Value is $98,954,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Requests for clarification or interpretation of the Bidding Documents must be in writing and received by University by 5:00 p.m., May 3, 2024. Questions received after the above-noted deadline may be answered at the discretion of the University Representative. LICENSE REQUIREMENTS: The successful Bidder will be required to have the following California current and active contractor's license at the time of submission of the Bid: B License (General Building) The lowest responsible bidder will be selected on the basis of the best value to the University. The objective criteria and methodology used to determine Best Value are described in the Bidding Documents. The best value to the University is the selection resulting in the best combination of price and qualifications. WORK PHASES The successful CM/Contractor shall be responsible for providing Pre-Construction Services (Phase 1), and Construction Work (Phase 2). Construction Work under Phase 2 will only commence if the University elects to exercise its Options for this Phase. A. Preconstruction Services - Phase 1: The selected CM/Contractor shall be responsible for the Preconstruction Services for the project as identified in the CM/Contractor Contract. 1. The Preconstruction Services shall include (at a minimum) the following: a. Development of construction schedule. b. Development of Bid Packages. c. Bid Package bidding. d. Constructability review. e. Construction cost analysis and estimates. f. Value Engineering. g. Prequalification of subcontractors. h. Design of modifications to existing Pneumatic Tube stations in project area 2. University has established the Fee for Phase 1 as $1,740,000, which includes: a. $40,000 for the Pneumatic Tube Design/Build Subcontractor design fee and b. $500,000 allowance for field labor for site investigations. This allowance will be used at the University discretion and only during Phase 1. Allowance will not be used for CM/Contractor staffing, including personnel listed in Exhibit 15; and will not be used during Phase 2. B. Construction Work - Phase 2: 1. If the University exercises its Option for Phase 2, upon Notice to Proceed from the University , the CM/Contractor shall be responsible for the construction of the Project. The Work of Phase 2 includes all work of Phases 2A, 2B, 2C and 2D, as further specified in Section 01 14 00, WORK RESTRICTIONS, and as depicted on the drawings: Phase 2A Mobilization, Submittals and Third Floor Mechanical / Electrical rooms preparatory work. Phase 2B Construction and Turnover East Nursing Unit. Phase 2C Construction and Turnover of North Nursing Unit and Neck area. Phase 2D Construction and Turnover of West Nursing Unit and Nose area, and all remaining work University will issue a separate Notice to Proceed for each Phase. CM/Contractor shall only commence the work of each Phase on the date designated by University in said Notice to Proceed, and shall fully complete the work of such Phase within the number of days specified therein. Work on a Phase shall not begin until so authorized. 2. The Option Sum will be the amount bid for CM/Contractor Base Fee, General Conditions and cost for the construction of the Pneumatic Tube system (Pneumatic Tube design costs included in Phase 1 Fee). Construction Work will be added through the bidding and award of Bid Packages by the CM/Contractor using procedures required of the University under state law. The Bid Packages will be added to the Contract Sum by Contract Amendment after the lowest, responsible, responsive bidder has been identified.
