Thirty (30) days after substantial completion is final completion. Liquidated damages shall begin Ninety One (91) working days after the issuance of the notice to proceed & a purchase order as stated in the General Contractual Requirements, retainage at 10%; Expected announcement of award is during the month of September 2022. This requirement may require UCM Board of Governors approval, which may delay the award announcement;
