The City of Monessen has established Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) minimum participation levels (MPLs) and HUD Section 3 participation is required for contracts in excess of $100,000.00. The MBE/WBE MPSs are five percent for MBE and three percent for WBE of the dollar amount of the bid for this contract. The Contractor must make a "Good Faith Effort" to solicit MBE/WBE participation and Section 3 participation as is applicable for the project. The contractor should use the attached form - MBE/WBE SECTION 3 CONTRACT SOLICITATION AND COMMITMENT STATEMENT as documentation efforts to solicit MBE/WBE and Section 3 participation. The City of Monessen reservesthe right to reject any or all bids or to waive any informality in the bidding. All questions must be sent no later than August 2nd, 2022. No questions will be responded to after this date. Bids may be held by the City of Monessen for a period not to exceed thirty days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding of the contract. A certified check or bank draft, payable to the order of the City of Monessen, negotiable U.S. Government Bonds (at par value) or a satisfactory bid bond executed by the bidder and an acceptable surety, in an amount equal to ten percent (10%) of the total of bid for construction shall be submitted with each bid. Attention is called to the fact that not less than the minimum salaries and wages as determined by the U.S. Department of Labor and/or the Pennsylvania Department of Labor and Industry must be paid on this project; that the contractor must ensure that employees and applicants for employment are not discriminated against because of race, color, age, religion, sex or national origin; and that the Resident Employment and Training Requirements be observed. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
