The City of Brookings is accepting Statement of Qualifications (SOQs) from qualified individuals and firms to provide miscellaneous consulting engineering services on an as-needed basis. This work can include but is not necessarily limited to master planning, design, bidding and construction management of water, storm and sanitary sewer infrastructure design, pump station design. The selected engineering consultant(s) will also provide engineering development review services for City review of new subdivisions along with commercial, industrial and residential development. The selected engineering consultant(s) works under the direction of the City Manager or his/her designee The City will compile a list of not less than two (2) qualified engineering firms that will assist on miscellaneous projects. It is the City's intent to disseminate the projects equally between the selected firms, however, the projects will be assigned to the qualified firms by task order on the basis of the project requirements, firm's expertise and experience and not necessarily on a rotational basis. The term of the first contract is proposed to be for a three (3) year period. The initial contract period is anticipated to start October 1, 2022 and end September 30, 2025.The City reserves the right to conduct periodic review of these services. At the conclusion of each contract period, the selected engineering consultant(s) performance will be formally evaluated. The City retains the option to renew the contract for additional two (2) year terms upon review of fees, performance and services. The selected engineering consultant(s) may submit revised prices for consideration at the time of renewal. The City retains the option to use alternative service methods and service providers when the City deems it appropriate. The City invites qualified individuals or agencies to submit SOQs based upon the scope of the work contained in the RFQ. The City reserves the right to reject any, or all, qualifications and to negotiate an agreement conclusion with one of the proposers. The City reserves the right to award the agreement to any proposer based on evaluation criteria. The Method of Contractor Selection has not been determined at this Time.
