Subject to conditions prescribed by the undersigned, Prequalification Questionnaires from Contractors licensed as follows: Electrical Contractor - C-10 are invited for the following work: JOC FM25 MAIN CAMPUS ELECTRICAL RENOVATION & MODERNIZATION UNIVERSITY OF CALIFORNIA, SAN DIEGO Project No. 128253/ FM25 / P4L-245 Maximum Job Order Contract Value: $3,000,000 And JOC FM26 MAIN CAMPUS ELECTRICAL METER REPLACEMENT & MODERNIZATION UNIVERSITY OF CALIFORNIA, SAN DIEGO Project No. 129392 / FM26 / P4L-246 Maximum Job Order Contract Value: $2,000,000 The prequalified Contractors will competitively bid on each project separately. Each project will have separate bidding and construction schedule. The University seeks Contractors with demonstrated experience in electrical renovation and modernization to existing facilities and structures in occupied university or institutional campus environment. The Contractor must be able to perform a wide variety of individual general electrical and electrical meter renovation, replacement and modernization projects over the duration of the JOC contract. The University may require work be conducted within specified work-windows without interruptions to normal campus operation. The Contractor will be required to bond each project separately for the initial amount of $1.5 million for FM25 and $1 million for FM26 at time of contract award and increase the amounts of bonds as the JOC contracted value exceeds the initial amounts. The following "specialized work" is excluded from this JOC contract: 1. OSHPD work 2. Work managed by Capital Project Management 3. Work managed by Campus Housing & Dining The Contractor shall have demonstrated an average annual business revenue of at least $3,000,000 over the last five (5) consecutive years. The Contractor must have demonstrated experience on their best three (3) comparable projects with the Contractor providing services as Electrical Contractor within the last five (5) years. Projects should have possessed the following construction challenges: working at an existing commercial or institutional research laboratory while the facility remains in full operation; urban site with limited construction, limited staging areas parking; repair of buildings requiring proactive and innovative solutions due to noise, dust, and pedestrian traffic while building is occupied and research is ongoing; renovations/expansions/modernizations requiring proactive and innovative solutions due to unknown and/or unforeseen field conditions; renovations/upgrades to existing outdated electrical systems within critical research facilities; project complexity requiring tracking of multiple functions, phases, critical path construction scheduling to complete on time. Additional desired qualifications and experiences include: 1. Flexibility to perform critical work scheduled during summer break, weekends and after hours. 2. Developing MOP (Method of Procedure) and its approval before proceeding. 3. Working around class schedule and coordination with department heads. 4. Familiar with UCSD standards. 5. Familiar with UCSD Campus Inspectors specifically Electrical Inspector and Fire Marshall. 6. Job Order Contracting or Unit Cost Contract with government agencies experience is desired but not necessary. 7. Must have fully staffed office operation with dedicated estimator, office administrator and project manager to process job order request quickly and accurately using various software. Ordering is accomplished by means of issuance of a Job Order against the Contract. Contractor may be required to perform several Job Orders concurrently. The number, dollar value, and sequence of Job Order issuance is solely at the discretion of the University. The Contractor, under the JOC contract, furnishes all management, labor, materials and equipment needed to perform the work. JOCs will have a Base Term of 1 year with University holding an option to renew for TWO (2) additional 1-year periods ("Option Terms"). Individual Job Order Authorization will most likely fall between $50,000 and $250,000. In no instance shall a single Authorization exceed $1,000,000. The total combined cost for all Job Orders issued will not exceed $3,000,000 for FM25 and $2,000,000 for FM26 during the 1-year Base Term, and $3,000,000 for FM25 and $2,000,000 for FM26 during each 1-year Option Term, if exercised by the University. The minimum value of work to be purchased under the Contract will be $25,000. No maximum Contract amount is guaranteed. Confidentiality of the information provided will be respected to the extent permitted by law. Response to the Prequalification Questionnaire must be submitted on the forms contained within the Prequalification Questionnaire available at the address above. All information requested in these forms must be provided in order to be considered "responsive" to the requirements of the prequalification. After registering, you will receive a confirmation email containing information about joining the meeting. Attendance at the Prequalification Conference is mandatory for Contractors attempting to become prequalified to bid on this specific project. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each Bidder may be required to show evidence of its equal employment opportunity policy. The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage at the location of the work. The work described in the contract is a public work subject to section 1771 of the California Labor Code. All contractors and subcontractors must be registered with the department of industrial relations (dir) at bid time. No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The successful Bidder shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage (defined as $15 per hour as of 10/1/17) and shall comply with all applicable federal, state and local working condition requirements.
