Project description The Université de Montréal is issuing a call for tenders for services based on the "quality" adjudication method with the aim of retaining professional architectural services for the updating and development of a master plan for the spaces. interiors with a strategic vision and specific short, medium and long-term objectives while optimizing the use of the University's existing and future infrastructures. This new space master plan, which will succeed that of 2008, will cover the following campuses: mountain campus MIL Campus Campus Laval Campus Brossard The selected tenderer must take into account the studies already carried out, the potential for development and the reference documents. Mandate's duration The period of provision of services expected over a period of (13) months from the awarding of the contract for professional services. In addition, (9) months following the awarding of the contract, i.e. the end of June 2023, the main orientations of the space master plan must be established for the purposes of UdeM's major campaign. Mandate (description of services) The tenderer will be responsible for developing the master plan for the spaces by meeting two main objectives: 1. Offer a global vision of the development of UdeM's living environments that will correspond to its growth forecasts, which will promote their conviviality and their inclusiveness and which will enhance its brand image with its clienteles and partners. 2. Provide UdeM with an efficient, economical and flexible real estate strategy for the development of its real estate portfolio in the short, medium and long term. Achieving these objectives requires including the following considerations in the planning process: Rationalization of university spaces on the four sites via an evolving master plan for the short, medium and long term; Identification of the buildings to be kept and renovated, of those which it would be appropriate, if necessary, to dispose of and of the new constructions to be established; Identification of usage and zoning constraints in force; Identification of the sequence of moves and rearrangements provided for in the space master plan; Identification of the sequence of temporary and permanent redevelopments, and new constructions; Proposal of new groupings of units, departments and services to obtain an adequate, safe, economical and functionally innovative building stock , in addition to promoting the achievement of UdeM's strategic objectives; Establishment of a financial table that follows the evolution of this plan (class D summary estimate). This space master plan must also take into account the following elements: The 2008 Spaces Master Plan; UdeM's strategic plan 22-23; UdeM's various action plans; The 2020 mountain campus development master plan; The 2006 MIL Campus Development Plan; The normative frameworks of the university spaces of the Ministry of Higher Education; Space requirements for teaching and research; Space needs with students, service departments, staff (teachers and administrative support); The flexibility of spaces in connection with the hybrid mode of work (teleworking and face-to-face: shared spaces that are more versatile, flexible and which would allow greater agility); The potential for sharing certain spaces with affiliated schools (Polytechnique Montréal and HEC Montréal). Also, the development of the master plan for the spaces will be done in 3 distinct phases: Phase 1: Findings and issues Phase 2: Exploration and hypothesis Phase 3: Proposal and adoption of the plan See document DSUMP-8 "DESCRIPTION OF THE PROJECT AND SERVICES" for a complete description of the tasks and responsibilities relating to the mandate. Estimated Project Value The successful bidder will be granted a Mandate for a project related to a budget of professional fees for the drafting of the master plan of the spaces, the value of which is approximately $ 350,000 depending on the nature of the elements that will be there definitively. Timeline The mandate must respect the following schedule: Start of the mandate: five (5) working days after the awarding of the contract or sending of the letter of acceptance of the UdeM bid (start of the mandate: October 2022). Submission of a report at each phase: Phase 1: (2) months after the start of the performance of the mandate (end of November 2022) Phase 2: (9) months after the start of the performance of the mandate (end of June 2023) Phase 3: (12) months after the start of the performance of the mandate (end of October 2023) Submission of the final and summary report (13) months after the start of the mandate (end of November 2023). The method of contractor selection has not been determined at this time.
