A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: Palm Beach County Water Utilities Department (PBCWUD) is seeking proposals from qualified firms to provide consulting/professional services for potable water and collection system improvements throughout PBCWUD service area. The services will include but not be limited to installation and/or replacement of approximately 150,000 linear feet of potable, reclaimed and raw water main and aerial or subaqueous crossings. PBCWUD owns and operates approximately 2,575 miles of potable, reclaimed and raw water main, approximately 600 miles of wastewater force main and approximately 500 aerial crossings ranging in size from 4 inches to 54 inches in diameter. The various pipe materials are comprised of polyvinyl chloride (PVC), ductile iron pipe (DIP), prestressed concrete cylinder pipe (PCCP), high-density polyethylene pipe (HOPE), cast iron (Cl) and asbestos-cement (AC). Palm Beach County may adjust the scope and activities of the project to accommodate budgetary and other constraints. The services shall be non-exclusive, allowing Palm Beach County to use other consultants at its sole discretion. No minimum amount of professional services or compensation is guaranteed to the selected consultant. The selected consultant may act as engineer for design and construction activities at Palm Beach County's discretion. Up to two (2) firms may be selected. The term of the contract is five (5) years. The project budget for engineering and construction has been estimated to be within the range of $35,000,000 to $40,000,000. The SBE goal for this project is a mandatory minimum of 20% participation. Consultants shall not add or delete team members, or adjust team participation after the proposal due date. If a S/M/WBE team member withdraws before final selection, the respondent firm must submit a new Subconsultant's Questionnaire Form or new Schedules 1 and 2 and request a substitution from the Palm Beach County's Office of Equal Business Opportunity. Palm Beach County reserves the right to reject any or all responses; to waive any or all informalities and/or irregularities; to re-advertise with either an identical or revised scope, or to cancel the solicitation in its entirety. Any plans are subject to reuse in accordance with Section 287.055(10), Florida Statues. As of October 12, 2021, an issuance of draft request for proposal to short-listed firms has not been released.
