The Project includes the following Work: This project is described as Contract B, which involves tank rehabilitation and repainting of two (2) elevated water storage tanks. Contract B is broken down into Contract B.1 and B.2. The scope of this project involves the rehabilitation and painting of 5th Street Tank for Contract B.1 (200,000 gallon elevated tank) with required containment and the Lincoln Street Tank for Contract B.2 (200,000 gallon elevated tank) with no required containment. Two (2) Alternates are being considered for both Tanks (antenna corral and tank mixing system), which are included as part of the bid. The Owner may elect to award only one of the two contracts, depending on bids and available budget. If both tank repainting contracts are awarded, the Owner expects them to be awarded concurrently and to the lowest responsive bidder. The Owner reserves the right to award Contracts for B.1 and B.2 independently based on lowest responsive bids for each contract and may award each contract to different contractors based on the lowest base bid or base bid and alternates to their best economic advantage. Bidders may not tie bids together, making a bid for one contract predicated on the award of the other contract. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and ittings, manhole covers and other municipal castings, hydrants, tanks, langes, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. The De Minimis, minor components, pig iron and direct reduced iron waiver apply to this contract. Bid security shall be furnished in accordance with the Instructions to Bidders. The award of Contracts on this project shall be predicated upon competitive bidding, with award being made to the lowest responsive, responsible bidder. Said lowest Bidder(s) shall be determined for each Contract by summarizing the applicable low base bid(s). The owner reserves the right to waive any informalities or to reject any or all bids.
