On-Call Sewer Cleaning, Televising, and Repair - The City of Oakland (City) seeks Statement of Qualifications (SOQ) from licensed contractors interested in providing on-call services to clean, televise (CCTV), and/or repair sanitary sewer mains and appurtenant structures in City streets, easements, and/or right-of-ways. Services are needed for, but not limited to, repair of sewer mains over 12 feet deep, easements that require specialized equipment, and large-diameter pipes, which require specialized equipment to service and repair. These contracts are needed to address Oakland's aging sewer infrastructure. It is preferable, but not required, that the contractor or its team be capable of providing all services: cleaning, televising, and repair. The City will establish a pool of pre by this RFQ include A, C-34, or C-42. As specific projects arise, bids will be solicited from contractor pool with the appropriate license and services. Any addendum that materially changes the RFQ solicitation shall be issued no less than 72 hours before the submittal deadline, unless the deadline is extended by said addendum. Contract Value and Term: Tier 1 - Not to exceed $800,000. Tier 2 Not to exceed $2,000,000. Three-year term for both tiers. License(s) Required: A, C-34, or C-42. Bonds: Bid Security not required with submittal. However, 100% Performance and Payment bonds will be required at time of project assignments. The contractor MUST provide with their submittal a notarized letter from a corporate surety confirming the contractor's bonding limit. Oakland-certified Local Business Requirement: 50% minimum required for sewer repair contractors. 50% minimum waived for sewer cleaning and televising contractors. This project is subject to compliance monitoring and enforcement by the DIR. 4. The prime contractor must post job site notices prescribed by regulation. 5. Assembly Bill 219 requires companies hauling or delivering ready-mix concrete to register with the DIR as a public works contractor.
