Site work and paving for a mixed-use development in Asheville, North Carolina. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

Pre-Bid Meeting N/A The scope of this project is the repair of concrete infrastructure that has been damaged by the installation of utilities. The infrastructure damaged by the installations can include sidewalk, drive aprons, curb and gutter and stand up curb. Specific conditions of the contract include: 1. These are small sites - many will be 5' x 5' or 8' x 10' and in some instances may be curb or curb & gutter only. 2. They are scattered throughout the City limits and also in the County when associated with public water line installations/repairs. 3. The contractor will not be able to wait on a repair to see if other repairs will occur in the same area. Also, the possibility of emergency and/or priority repairs does exist. 4. There are usually a minimum of three trips to each cut - 1) Meet with the inspector to agree on the work to be done, 2) performing the work and 3) open the site up. 5. No patches can be left open overnight. A site must be poured the same day that it is dug out. 6. The contractor shall bill the City for work accepted by the City twice monthly. Billing dates shall be the 15th and the 30th or the last work day preceding these dates. The bill shall be an itemized bill that shall include the work order number, date of work, address, dimensions of each cut and the cost of each cut, line item#/description/quantity and line item cost as well as the total cost of each cut as well as the grand total for the invoice. 7. It is the contractor's responsibility to secure parking and to notify residents when and how long their driveways will be closed. Deadline to Submit Questions August 8, 2022 All questions concerning this Advertisement for Bids should be submitted via email to: Chuck Watson, Project Manager cwatson@ashevillenc.gov Questions pertaining to the bid will be answered in the form of a written addenda posted to the City of Asheville's bid page no later than (7) days before the opening of bids. All bidders must have current North Carolina General Contractor licenses with the appropriate classification for all work of the project at the time of the bid. The contractor or sub-contractor must be a Certified Building or Highway at the time of the bid. Miscellaneous Requirements of the Bid: All bids must be submitted on the form of Bid Proposal provided. All bidders are required to submit cash, a cashier's check, or certified check in an amount equal to five percent (5%) of the bid proposal. In lieu of said money, the bidder can submit a bid bond executed by a corporate surety licensed in North Carolina to execute said bonds. This deposit shall be retained be retained if the lowest responsible bidder failed to execute the contract within ten (10) days of the award or fails to give satisfactory surety as required in North Carolina General Statutes Section 143-129. All bids and bid bonds shall be sealed in two (2) separate envelopes and shall not be opened prior to the time set for the bid opening. The two envelopes can be sealed into a third envelope, but the third envelope must be clearly labeled as containing the bid and bid bonds in separate envelopes inside. Until bid opening time, the City may return the bid to the bidder for modification or change-out of bid. No bid may be withdrawn after bids have been opened, except as provided in North Carolina General Statutes Section 143-129.1. The successful bidder will be required to furnish a performance bond and a payment bond in the amount of one hundred percent (100%) of the contract amount. Those bonds shall meet the requirements of North Carolina General Statutes Section 143-129 and of Article 3 of Chapter 44A of the North Carolina General Statutes. The City of Asheville reserves the right to reject any or all bids and to waive informalities.
