With the design 30% complete, the public is getting a more detailed look at how the facility, called the Community Health and Safety Center, will blend firefighting and public health work at 4401 W. 76th St. One section of the 36,000-square-foot facility will house apparatus bays, work spaces and living quarters for the firefighters who will be spending night and day at the complex. The other section will house public health offices and public-facing facilities including a meeting room that would accommodate 40-60 people, Park Planner Rachel Finberg told the council in her presentation. "The City anticipated that a sense of community will develop from how the public wants to use portions of this space, how the project integrates with the current community, and how its design and programming remains useful to future residents," stated a staff report to the council. The complex will replace the current Fire Station No. 2, located at 7335 York Ave., and be equipped to accommodate greater numbers of visitors. For instance, Fire Station No. 1 already provides blood pressure checks, but just a handful of people arrive each day for the service, Fire Chief Andrew Slama said. So, there is "not a huge demand right now" for that kind of service but "it is something we're looking to increase," Slama said. The exterior, Finberg said, is meant to provide "a sense of civic pride." The natural stone facade mimics the look of City Hall, "which I think is a nice tip of the hat to a nice piece of architecture here that our residents built years ago," Mayor Jim Hovland said. Hovland appreciated that all four sides of the building are being treated as public-facing. The design incorporates such aesthetic thoroughness "because we are setting the standard for an area," Finberg said, acknowledging the further redevelopment that is envisioned there. " ... Typically you could just say that 76th [Street] is our public view, but we want to say that all sides are our public view." The design also has the goal of providing "a sense that this is a fire station," Finberg said. "I want you guys to remember that this is the firefighters' home too," she told the council. Firefighters' daytime facilities will be located on the lower level, with living quarters upstairs, including dorms, an outdoor patio and communal spaces such as a kitchen that will, like any home, be a central place to congregate. The designs seek to support "firefighter wellness and sense of family," Finberg said. But there will be no mistaking the new fire station for a normal suburban home. Two poles will allow firefighters to quickly descend to the lower floor for emergency response, while the most striking feature of the complex may be the training tower that stretches skyward. The city is planning to pay for the project with up to $39 million in general obligation bonds to cover land acquisition construction. As the design evolves, planners are working to keep the project within budget. "Our current budget is tracking higher than initial budgeting done when initial funding was sought. We are currently working on aligning budget and initiating decision making," Finberg said. The Edina Planning Commission will hold a public hearing for the project on June 28, with the City Council expected to hold its own public hearing July 18. The potential future development is behind the new center. The city of Edina wants to build a new fire station and community safety hub, a project that would also open up land for future development. The envisioned 36,000-square-foot Community Health and Safety Center would include operations for the city's Fire Department and Community Health Department. The rest of the site could eventually be home to new housing, retail or public space following redevelopment, according to sketch plans for the project. The city recently released the sketch plans for the two-story facility and is seeking public feedback on its ideas. The need for a larger Fire Station 2 follows years of research, and several more months of community engagement is planned to continue drafting the project, according to a city public-engagement plan. The city's Planning Commission will also review the sketch plan in a meeting March 15, then the City Council will do the same on March 21. The new public facility would replace one of the city's fire stations, Fire Station 2, which, in its current state, can't support a needed expansion of the fire station crew and future engine company. Also, the land the fire station currently stands on is too small to build a new fire station that meets the city's needs, according to project background. Currently situated at 7335 York Ave. S, the relocation of Fire Station 2 would also provide a more balanced coverage area, better serve the growing areas of Edina and provide improved response times to a greater area of the city, according to the city's website. The site of the development is just over 8 acres, at 4401 76th St. W. A more than 102,000-square-foot office building would be razed for the new center and potential second-phase. Edina paid over $15.3 million last year for the property, according to Hennepin County property records. Minneapolis-based BKV Group is the project's architect. Renderings of the new fire station building show it could have five to six bays, 40 public parking spots, 40 staff parking stalls, and around 22,000 square feet for health and safety space. This facility would be located on the northern end of the site, along 76th Street West. Construction of this phase of the site would also include the restoration of wetland on the southwest corner of the site, according to the sketch plan. A potential second phase includes subdividing the property for future development, which could be used for housing, retail, public space as well as a greenway connection to Edina's park system. _______________ City of Edina is issuing a Request for Qualifications (RFQ) August 8th, 2022 for a Construction Manager at Risk (CMAR) modified with a Guaranteed Maximum Price (GMP) for our new Community Health and Safety Center Project. The selected firm will work with our Community Health and Safety Center Project Team which will be comprised of City staff and stakeholders, an Owners Representative, and an Architect / Engineering firm to provide preconstruction and construction services including cost and schedule estimating, bidding, and day-to-day construction management for a new ground up facility at 4401 West 76th Street, Edina MN. This process will utilize all public bidding requirements. City will assign all contracts to the construction manager after bid opening. The existing 103,000 SF building will be demolished under this contract. This building is one story business with storage and office spaces. Phase 1, abatement, and pre-demolition hazardous building materials inspections will be completed by the city prior to demolition.
