This is a "REQUEST FOR INFORMATION" only. This Sources Sought Notice is being issued by the National Park Service, U.S. Department of Interior, National Contracts Region 1, Washington D.C. This is a market survey seeking information from interested vendors and parties in industry in accordance with the Market Research requirements found in FAR PART 10. This NOT a Solicitation, Request for Proposal (RFP), Request for Quotation (RFQ); or Invitation for Bids IFB, and this Sources Sought Notice is for informational and market research purposes only. There is no solicitation, drawings or specifications attached to this Sources Sought Notice. This market survey is to identify potential vendors only and any information received in response to this Sources Sought Notice does not constitute, commit, or require the government to issue a future solicitation. No funds have been authorized, appropriated, or received for this effort. Requests for a solicitation will not receive a response. Responses to this market survey must be in writing. Data submitted in response to this market survey will not be returned and any information provided by respondents is solely for the Governments use. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research if a future follow-on solicitation is developed and released. This notice in no way obligates the Government to any further action based on the information received in response to this notice, and any future action, competition or set-aside decisions based on the information received in response is to this market survey is at the Governments discretion. Potential Requirement: The Department of Interior (DOI), National Park Service (NPS), National Capitol Region (NCA) Region 1, has need to procure Construction, Renovation and Alteration Services for various future projects with a special emphasis on historic preservation and renovation. Based on the responses to this market survey, the government is considering soliciting and awarding a potential future Indefinite Delivery/Indefinite Quantity (ID/IQ) contract from a single solicitation to multiple vendors. Companies having capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this market survey/sources sought notice. Due to the historic nature of the various requirements for construction and construction related projects and services as well as the physical differences in the various parks and sites found within the National Capitol Region, the Government has determined that an ID/IQ contract awarded to multiple contractors is the best contract for this type of procurement. The ID/IQ contract is designed to provide the Government the best value for procuring Construction services to be ordered as needed but cannot be reasonably determined in advance by the Government. The choice and purpose of using this type of contract is to allow the Government to use a streamlined competitive procurement process that will allow future follow-on projects for Construction Services to be done on the Task Order level. The duration term of a potential IDIQ contract will be a one (1) year base and one (1) option year and the estimated value of the entire contract of base year and option year combined is $49,900,000.00. The base IDIQ contract will not include any pre-negotiated line-item pricing for the duration of the contract and follow-on Task Orders will be priced individually according to project specifications. Two potential seed projects may be included in a potential base award IDIQ solicitation and would be awarded as the potential first Task Orders off the base year contract. All potential awarded IDIQ contract holders will be required to submit offers on the initial IDIQ individual Task Order seed projects and all subsequent follow on projects issued as a Task Order Request for Proposals for Base Year and Option Year I. After potential IDIQ contracts are awarded, Contract Officers and/or Contract Specialists from the National Park Service (NPS), National Capitol Region (NCA) would solicit and award task orders among the base IDIQ contract holders for specific projects on a competitive or noncompetitive basis in accordance with FAR 16.505. The estimated value of solicited projects/task orders will range from $3.500.00 up to 5,000,000.00. The NAICS code applicable to this proposed procurement is 236220 and the size standard is $39.5 million. Prospective interested IDIQ contractors should have the capacity for all required bonding capacity per the FAR. Each potential follow-on project/task order will be competed using the criteria established by the Contract Officer/ Contract Specialist in conjunction with ordering office officials, following the specification, drawings and requirements found in the individual projects Scope of Work. This potential IDIQ contract vehicle will be utilized by the U.S. National Park Service, National Contract Region 1 Parks only. The various park units that comprise Region 1 - National Capital Area receive annual funding for maintenance, repair, rehabilitation, and construction of existing and new facilities and maintained landscapes which include all kinds of buildings, transportation infrastructure, utilities, etc., many of which are historic or of national significance. The location of the park units that comprise Region 1 - National Capital Area of the National Park Service are in Virginia, West Virginia, Maryland, and the District of Columbia. The NCA parks include Antietam National Battlefield, Catoctin Mountain Park, Chesapeake & Ohio Canal National Historical Park, George Washington Memorial Parkway, Harpers Ferry National Historical Park, Manassas National Battlefield Park, Monocacy National Battlefield, National Capital Parks - East, National Mall and Memorial Parks, Potomac Heritage National Scenic Trail, Presidents Park, Prince William Forest Park, Rock Creek Park, and Wolf Trap National Park for the Performing Arts. Projects may require work at locations away from main park or park headquarters. Required Services: The broad scope of work required by the Government for this survey include, but is not limited to the potential provision of the following constructions services and work associated with these services on historic buildings, roadways, sites, battlefields and monuments. The Contractor shall perform maintenance, repair, and construction services in support of the National Park Service - National Capital Areas (NCA) Parks and units located in Virginia, West Virginia, Maryland, and the District of Columbia. The Contractor shall provide all labor, materials, supplies, equipment, transportation, supervision, ancillary services, and any other items necessary to deliver turnkey construction projects as defined in base IDIQ contract and subsequent Task Order request and in accordance with all Federal, State and Local laws and regulations. The contractor shall comply with all terms and conditions of the base contract, as well as any Scope of Work, plans, drawings, and any other specifications included at the Task Order. Construction may include but not be limited to: construction services to repair and/or rehabilitate historic and non-historic structures in addition to a minimum amount of new construction for various project types. For individual projects competed as Task Orders, the services may require work from all construction trades and disciplines. Common trades which may be needed include carpentry, plumbing, electrical, general labor, general grading, mechanical, power equipment operations, heavy equipment, concrete work, asphalt and paving, roofing, landscaping, painters, energy systems, renewable energy system, control systems, operation & maintenance work, remediation and abatement services, demolition services and/or any trades identified in the US Department of Labor Construction Wage (formerly Davis-Bacon Act) Determination and other trades common to the construction and service industries for facilities, infrastructure, roads and site work. General construction services include, but not limited to: general construction and building renovation; interior construction; exterior construction repair; general repair and alteration work; installation of new and the alteration of existing power panels; flooring, including but not limited to carpet and carpet tile replacement; painting; HVAC replacement, duct work modification; Fire and Safety; modification of existing building fire sprinkler systems, security alarm systems; painting, plastering and plaster repair work; sidewalk repairs/replacement; asphalt/concrete paving and roadwork. Site Utilities (water, sewer, gas, electric, communications), Site Improvements (trail, fence, grading, concrete work, landscaping), Water & Wastewater, Roadway (bike, roadway, signage, striping), Renovations of historic and non-historic maintenance shops, visitor centers, fee stations, and other buildings; upgrades to electrical, water and sewer systems and facilities; rehabilitation and installation of fire suppression systems and safety systems; parking lot and road paving; roof replacement; and water, sewer and gas tank construction. Alteration and Repair services may be comprised of but not limited to: electrical, carpentry, masonry, plumbing, mechanical, architectural, landscaping, storm drainage, exterior restoration, waterproofing, re-pointing, cleaning, sealing, design-build services; roofing involving installation, repair and alteration, and removal; and paving relevant to property and roads under the control of the National Park Service. This description is not all inclusive of the construction services and related requirements needed by the National Park Service, National Capitol Region by trades identified in the US Department of Labor Construction Wage (formerly Davis-Bacon Act) Determination, nor should any potential vendor, contractor or party assume or infet that other trades common to the construction and service industries for facilities, infrastructure, roads and site work not included in this Sources Sought Notice would not apply or be requested in a individual project that results in a Task Order. While there is no business size restriction in this Sources Sought Notice and all sources, parties and interested vendors are encouraged to respond, this potential requirement anticipated to be set aside for small businesses under FAR 19.502-2. Based on the information received by the Government, if solicited, multiple award IDIQ contracts will be awarded to the responsible offerors whose proposals offer the best overall value to the Government. Responses to this source sought announcement will be used by the Government to make appropriate acquisition decisions. All interested vendors and business contractors are encouraged to submit response of positive intent to the Contract Specialist contact listed on this Sources Sought Notice of their interest participate in a potential procurement by responding using the format described below in the section titled Submission of Information. Submission of Information: Companies having capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this market survey/sources sought notice including current market conditions and information, as well company information. (1) Corporate Information Identification (1 page maximum) Company name and company address Point of contact, phone, and email address The firms business type and size for NAICS Code 236220: 8(a) Small Business Concern, HubZone Small Business Concern, Veteran Owned Small Business Concern (VOSB) Service-Disabled Veteran Owned Small Business Concern (SDVOB) or a Women Owned Small Business Concern (WOSB). Confirm Registration in System for Award Management (Provide Unique Entity ID UEI) (2) Capabilities Statement (3 pages maximum) Provide a brief description of projects complete or substantially complete within the last five years that clearly demonstrate your ability to fulfill the Governments requirements as identified above. With each project experience provided, include the date when the project was completed or will be complete, location of the project, contract amount and size of the project, type of construction, and a description of how the experience relates to the proposed procurement. If your firm has projects or completed projects with significant historical experience including preservation and renovation, please denote that experience in your submission. Evidence of experience (Past Performance) in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact, and telephone numbers. If two companies are planning to conduct business as a Joint Venture or any other type of teaming agreement, they shall provide past performance on projects of similar scope that they have performed together as a Joint Venture. Providing individual past performance documentation from each company on separate projects where the two did not work together is not considered to be sufficient past performance. A Joint Venture that cannot provide this requested information will not be considered to have sufficient documentation needed to evaluate past performance. Provide a listing of any current or recently completed ID/IQ or similar contract vehicles for repair and alteration construction services. Include the issuing agency (if applicable), range in dollar value of the projects/task orders, and number of projects/task orders issued to your firm. (3) Provide Documentation Verifying Small Business Certification (3 pages maximum): If claiming 8(a) status, provide a copy of your 8(a) Certificate from SBA. If claiming HuBZone status, provide a copy of your HuBZone Certificate from SBA. If claiming SDVOSB status, provide documentation that shows the Service Disabled Veteran (SDV) unconditionally owns 51 % of the business, controls the management and daily operations, and holds the highest officer position in the company. Documentation should also be provided to show that the SDV has a service-connected disability that has been determined by the Department of Defense or Department of Veteran Affairs. Finally, provide documentation that shows the business is small under the NAICS Code 336611. If claiming VOSB status, provide documentation that shows the Veteran unconditionally owns 51% of the business, controls the management and daily operation, makes long-term decisions for the business, and holds the highest officer position in the company that works at the business fulltime during normal working hours. The documentation should also show the business is small under the NAICS Code 336611. If claiming Small Business status, provide documentation to show the business is small under NAICS Code 236220. (4) Provide Statement for Positive Intent of Potential Proposal Submission (1 page maximum) : Statement that your company WILL submit a proposal as a prime contractor if a solicitation for an IDIQ is issued as a result of the information received by the Government to this Sources Sought Notice. Interested parties: Need to be register in the System for Award Management (SAM) as prescribed in FAR Clause 52.232-33. SAM can be obtained by accessing the internet at https://www.sam.gov. Responses must contain sufficient detail for the Government to make an informed decision regarding your capabilities as part of the survey of current market conditions. Failure to submit sufficient detailed information may result in considering a company as not a viable source and may influence competition and set-aside decisions. Regardless of the information obtained from this Sources Sought Notice, the Government reserves the right to consider any arrangement as deemed appropriate for this requirement. Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your response to this Sources Sought Notice. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. After review of the information received, a determination will be made by the Government to on how to proceed with the acquisition and potential solicitation, as well as a set-aside is within the sole discretion of the Government and Contracting Officer. It is the potential offeror's responsibility to monitor beta.sam.gov for release of any future solicitation that may result from this Sources Sought Notice. However, any responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation. The submission of any information from any interested parties in response to this market survey is purely voluntary and the U.S. Government will not provide reimbursement for any information that may be submitted in response to this notice. Responses to this market survey do not affect a interested party or potential offeror the ability to respond to any future sources sought notice/request for information or synopsis/solicitation based on the Governments market research. Respondents are solely responsible for all expenses associated with responding to this notice and no basis for claim against the Government shall arise as a result from a response to this notice.
