THEODORE STEWARDSHIP IRSC, Region 2, Black Hills National Forest, Mystic Ranger District, South Dakota Background: This contract shall be awarded under the following authority: Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014--Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. Project Location: The project is located approximately 10 miles northwest of Hill City, SD. The project extends from Mystic Road to China Gulch (NFSR 249). The total project area is approximately 7,490 acres. The entire project is within the administrative boundaries of the Mystic Ranger District on the Black Hills National Forest in South Dakota. The project is located in T1N R4E, Secs. 8, 9, 13-17, 20-26, 28, 29, 34-36; T1N R5E, Sec. 19, 30, 31; T1S R4E, Sec. 1, 2, 11, 12; T1S R5E, Secs. 5, 6, 7, 20; BHM, Pennington County, South Dakota, Surveyed. This project is located east of Mystic Road. Description of Work: The Mystic Ranger District of the Black Hills National Forest is soliciting the Theodore Stewardship IRSC which will remove poorly-formed ponderosa pine stock from within the historic 1939 McVey burn area and follow up with planting seedlings from native Black Hills ponderosa pine. The project also will implement vegetative management activities that will improve the growth, vigor and health of the residual pine that survived the fire. Commercial and non-commercial treatments will be accomplished through a variety of silvicultural and fuels management activities that will remove poor-formed ponderosa pine from within the 1939 McVey wildfire, reduce dead and down surface fuels, and manage ladder fuels within stands. This contract will include Forest product removal of sawtimber and non-saw logs with topwood, green and dry biomass available as products subject to agreement on approximately 1,672 acres within the overall project area of 7,490 acres. The following work activities are included as service items: Cut and Remove Included Timber Precommercial Thinning Surface Fuels Treatments Road Reconstruction Culvert and gate replacement Noxious weed treatments Additional acres of Surface Fuels Treatments may be included as optional service items. The contract shall be awarded using a best value source selection method; the resulting contract shall be a firm-fixed price commercial services contract. All work shall be completed by September 30, 2030. NAICS 115310: Support Services for Forestry. Forest Fire Suppression and Fuels Management Services. Size Standard: 20.5M Fuels Management Services. A site visit is scheduled for Tuesday, August 23, 2022, at 9:00 a.m. MT to view the project area and discuss the objectives of this contract. The meeting will take place at the intersection of Mystic Rd and Horse Creek Rd (NFSR 530) which can be navigated to by heading south on U.S. Hwy-16 from Rapid City for approximately 21 miles, turning west onto Deerfield Rd for approximately 5.4 miles, turning north onto Mystic Rd, and the destination will be approximately 3.4 miles on the east side of Mystic Rd. Follow this notice for future notifications. All Contractors must be actively registered in the System for Award Management (SAM) https://SAM.gov to be eligible for award under this solicitation. Registration in SAM is a free service. Failure to register may cause your firm to be non-responsive and removed from consideration for award. The Awardee shall furnish all labor, materials, equipment, supervision, tools, transportation, operating supplies, and incidentals necessary to perform the work in accordance with the specifications and provisions and clauses of the contract.
