All Bids shall be presented to the Owner: in person by the parties bidding or their agents; or by certified mail or courier at the place and time or prior to the time designated by the Owner. No Bids will be received after the date and time stated above, or at any other location. The Bid Opening shall be conducted at the ANNA L. KLEIN SCHOOL. Each proposal must be submitted in writing on pages furnished in the Contract Documents. The entire Division 0 of the Bid Documents, with required supporting documentation, must be submitted at the time of the Bid. The agenda will include a review of existing facilities and review of the scope of work under the contract. All participants shall comply with all applicable NJ State of Emergency Executive Orders regarding COVID-19 safety measures in effect at the time. Time being of the essence, Substantial Completion, and Final Completion must be in place in accordance with the timeline set forth in the Contract Documents. The scope of the project generally includes renovation, reconfiguration and improvements of an existing educational space of 1615 square feet (sf): Proposed work will include the reconfiguration of a single existing space into two instructional rooms, an office, a new ADA compliant bathroom and an access/egress corridor. Work also includes other interior improvements, replacements, renovations, upgrades, and modifications to building systems, HVAC systems; access control systems; electrical, plumbing, and life safety systems; casework and fixed furnishings; finishes; signage, and other work, as described in the Contract Documents. Contract Documents may be examined by appointment at the office of the architects L+C Design Consultants PA, 1 Marine Plaza suite 205, North Bergen, NJ 07047. between the hours of 9:00 A.M. and 4:00 P.M., telephone - 201-866-9583. On request, if pre-arranged with the Architect, copies of construction documents can be brought to the job site for purchase by the Bidders prior to the walk through on Tuesday, August 9, 2022. Bidders shall be NJ DPMC Pre-Qualified Contractors. Bidders shall submit Notice of Classification Form 27, including Aggregate Amount of Classification and Amounts of Uncompleted Contracts Form 701 with the Bid. All documentation for verification of qualifications shall be submitted with the Bid must provide a NJ Business Registration Certificate (BRC) per N.J.S.A.52:32-44; BRC must be on file prior to bid award. The Contractor is solely responsible for compliance with all laws, regulations, OSHA regulations and other applicable standards and requirements for the performance of their work. The successful bidder shall be responsible for securing all jurisdictional permits and shall possess trade licenses as required for performance of the work. The successful Bidder must be experienced in the type and size of project described in the Bid Documents, and must meet requirements and qualifications set forth in the Bid Documents. Successful bidders will have immediate access to bid of work after awarded. The Time is of the essence. A bidder's proposal must be accompanied by a Surety's Consent and either a bid bond or Certified check for not less than ten (10%) percent of the bid or $20,000.00 maximum whichever is the lesser. Certified checks shall be made payable to the Guttenberg Board of Education. The said Surety shall be bound to furnish Performance and Payment Bonds, each in an amount equal to one hundred percent of the Contract Price. Bidders are required to comply with the requirements of P.L. 1975, C. 127. N.J.A.C. 17:27 Affirmative Action, N.J.A.C. 10-5-31 et seq.; Public Law 2012 Chapter 25; and N.J.S.A. 10:2-2 Anti-Discrimination requirements. Bidders shall comply with all applicable sections of the New Jersey Public School Contracts Law N.J.S.A. 18A:18A-1 et seq. Bidder, at the time of the Bid submission, may not be included on the State Treasurer's or the Federal Government's List of Debarred, Suspended or Disqualified Bidders as a result of action taken by any State or Federal agency. Submission of a Chapter 271 Political Contribution Disclosure Form and Disclosure of Investment Activities in Iran form are required at the time of the Bid submission. Respondents are required by law to submit a list of the names and addresses for all interest holders owning 10% or more of interest in any business entity submitting a proposal (P.L. 1977, c.33, as amended by P.L.2016, c 43. Bidders shall comply with all requirements of the N.J. Prevailing Wage Act N.J.S.A. 34:11-56.25 et seq.; Bidder shall submit a Prevailing Wage Certification with its bid package. In accordance with The Public Works Contractor Registration Act, no Contractor shall bid on any contract for Public Work as defined in N.J.S.A.34-11-56.26 unless the Contractor is registered pursuant to the Act. No Bidder may withdraw his/her Bid within sixty days after the date of the opening of Bids without the written consent of the Guttenberg Board of Education. The Guttenberg Board of Education reserves the right to reject any or all Bids in accordance with N.J.S.A. 18A:18A-22, as well as the right to waive all immaterial informalities in accordance with applicable law, in awarding a contract.
