Renovation of a municipal facility in Christiansburg, Virginia. Completed plans call for the renovation of a municipal facility.

Furnish and install one (1) Stationary Emergency/Backup Generator, 150kW, Kohler 150REOZJF, or equivalent, to VDOT, Christiansburg Residency, 105 Cambria Street, Christiansburg, VA, 24073, per the specifications listed herein. QUESTIONS REGARDING THIS INVITATION FOR BID: Any questions regarding this invitation for bid shall be addressed Patty Harvey at Patty.Harvey@VDOT.virginia.gov. The issuing office shall determine whether any addendum should be issued as a result of any questions or other matters raised. Provide questions no later than 5:00 PM on August 17, 2022. A. SCOPE OF WORK: The successful bidder shall furnish and deliver one NEW 150kW emergency standby diesel generator, Kohler 150REOZJF, or equivalent, including a new fuel storage tank to the Christiansburg Residency Lot located at 105 Cambria Street, Christiansburg, VA, 24073. NOTE: There are overhead wires near the installation site, see attached photographs. Use of Brand Names: Unless otherwise provided in this solicitation, the name of a certain brand, make or manufacturer does not restrict bidders to the specific brand, make or manufacturer named, but conveys the general style, type, character, and quality of the article desired. Any article which the public body, in its sole discretion, determines to be the equivalent of that specified, considering quality, workmanship, economy of operation, and suitability for the purpose intended, shall be accepted. The bidder is responsible to clearly and specifically identify the product being offered and to provide sufficient descriptive literature, catalog cuts and technical detail to enable the Commonwealth to determine if the product offered meets the requirements of the solicitation. This is required even if offering the exact brand, make or manufacturer specified. Normally in competitive sealed bidding only the information furnished with the bid will be considered in the evaluation. Failure to furnish adequate data for evaluation purposes may result in declaring a bid nonresponsive. Unless the bidder clearly indicates in its bid that the product offered is an equivalent product, such bid will be considered to offer the brand name product referenced in the solicitation. The successful bidder shall provide all materials, labor, supervision, transportation, tools, equipment and incidentals necessary disconnect, remove and set aside the existing generator, as detailed below, then install and make operational one NEW 150kW emergency standby diesel generator, Kohler 150REOZJF, or equivalent, including a new fuel storage tank. The existing transfer switch will be utilized for this project. The Contractor shall be responsible for connecting the new standby generator to the existing transfer switch and ensure proper operation and power transfer. Work shall include all tasks necessary to remove the current generator and install and make ready for use the new generator, including: 1. Drain all remaining diesel fuel from the existing fuel storage tank. It is the responsibility of the successful bidder to provide documentation of proper disposal of all diesel fuel in existing tank by an approved waste disposal company prior to removal of the tank. 2. Disconnect, remove and properly dispose of the existing fuel tank. 3. Disconnect the wiring, remove from concrete pad the Olympian CD150 generator currently installed and set aside to the designated area for VDOT to pick up. It is the Contractor's responsibility to ensure that the concrete pad and old generator are not damaged during the removal. Pictures of the current generator are attached. 4. Install, connect, start, operate, load test, and examine for proper operation of the new generator. The existing concrete pad, approximately 6' x 12' shall be used for the new generator installation. Existing wiring shall be extended as necessary to attach to the new generator. The new fuel tank shall be configured and installed to match the existing conduit stub up. The successful bidder is responsible for connecting the new standby generator to the existing automatic transfer switch and ensure proper operation and power transfer. VDOT will fill the fuel tank prior to testing B. SPECIFICATIONS Generator shall be a 150kW 60Hz Stationary Emergency/Backup Generator. Kohler 150REOZJF, or equivalent, including the following: The genset must conform to applicable NFPA 110 requirements. Genset must be available with the Underwriters Laboratories listing UL2200 for stationary generator assembly. Genset must meet EPA Tier 3 federal emission guidelines for stationary power generation. The engine fuel system shall be designed for operation on #2 diesel fuel and cold weather diesel blends. The engine exhaust emissions shall meet at a minimum the EPA tier 3 emission requirements for standby power generator. The manufacturer shall supply a critical exhaust silencer as standard. Genset shall have Level one (l) weather and sound attenuated enclosure The genset shall include a unit mounted 120 volt convenience outlet. The genset shall be packaged with a level one (l) weather and sound attenuating enclosure which includes hinged doors to allow access to the engine, alternator, and control panel. Hinges and all exposed fasteners are to be stainless steel. Each door to have lockable hardware with matching keys. The package shall include a double wall, sub-base mounted UL142 listed fuel tank. The tank shall be sized to provide 24 hours of run time at Full load. The standby electric generating system components, complete genset and instrumentation panel shall be warranted by the manufacturer against defective materials and factory workmanship for a period of five (5) years. Such defective parts shall be repaired or replaced by the manufacturer free of charge for parts, labor, and travel. The supplier of the genset covered herein shall provide factory trained technicians to checkout and perform an initial startup inspection to include: engine starts (hot and cold); engine parameters are within specifications; verify no load frequency and voltage, adjust if required; test all automatic shutdowns; and perform load test to ensure full load frequency and voltage are within specification by building load. Training is to be supplied by the start-up technician for the end-user during commissioning. The training should cover basic generator operation and common generator issues that can be managed by the enduser.
