OPM services will include advice and consultation during the development of the final construction documents as well as bidding and construction procurement, and then construction management. The consultant will supply all labor, materials, out-of-pocket expenses and travel necessary to complete the following Scope of Services, inclusive, for a lump sum not-to-exceed fee. Time is of the essence, and the consultant must be available to start immediately and diligently and systematically help advance the design phase and then bidding and construction phases. The design phase is anticipated to take the rest of calendar year 2022, and then we plan to bid the project out during the first months of 2023 in anticipation of construction beginning in spring 2023 and finishing in 2024. The OPM shall act as the Owner's Representative in administering all subsequent phases of the project. The OPM shall support and represent the City and its interests throughout the project and on all tasks described herein, in conformance with all applicable laws, ordinances, and regulations. All communications with the Owner shall be through the City's Senior Project Manager or designated successor. The OPM will participate in regular weekly remote design progress meetings conducted by the Owner with the Designer. The design phase is anticipated to be completed by December 31, 2022. As the Designer develops the final design CD package, the OPM will provide an independent peer review of the design, constructability, thoroughness, and coordination of disciplines for all the Design Consultant's plans and specifications, as well as supporting reports, in consultation with the Owner and Designer. The OPM shall provide a summary report and mark-up of relevant drawings and/or specifications accordingly. The OPM's comments will be advisory as opposed to directives. The City reserves the right to modify or withdraw this request at any time, to reject any or all proposals or portions of proposals, to request additional information either in writing or through interviews of selected applicants, to solicit new responses and to award contracts as it deems to be in its best interest.
