One copy of your bid response must be returned to the North Dakota Department of Transportation (NDDOT) prior to the time and date specified for the bid opening. Bid responses received after the time and day specified for the bid opening will be rejected. Mark envelope with word BID and the opening time and date. If your bid response is accepted by NDDOT, then your bid response will constitute a binding contract.
