Other Details The City of Commerce is seeking to renovate and improve the aesthetic appeal of the raised island at S Eastern Ave and Southbound I-5 freeway. The project will ultimately include a landscape design that will satisfy Caltrans and City requirements. The scope of work for this project includes the following: o Prepare and present two concept plans for the City and Caltrans review. o Conduct bi-weekly project meetings. o Coordinate review of the concept and design plans with City and Caltrans throughout all phases of the project. o Incorporate in the concept plans provisions for the necessary routine maintenance required to maintain a neat and attractive appearance, including water and fertilizer upkeep to sustain healthy plant growth during the entire life of the agreement between Caltrans and the City. o Upon completion of the preliminary concept plans, schedule and attend a Conceptual Meeting with Caltrans Office of Encroachment Permits to form a clear understating of the conditions and requirements that need to be met to obtain an Encroachment Permit. o The proposed landscape plans and related specifications shall include but not limited to the following: 1. Include aesthetically pleasing landscaping, City branding structure elements. 2. Prevent water from flooding or spraying onto State highways. 3. Maintain all parking or use restrictions signs encompassed within the area of the landscaping. 4. Final PS&E shall reflect City and Caltrans input. o Submit the final form of the PS&E, prepared, stamped, and signed by a licensed landscape architect, to the State's District Permit Engineer for review and approval. o Obtain an Encroachment Permit from Caltrans for the proposed Caltrans and City approved beautification project. o Develop a maintenance agreement (using the Caltrans boilerplate template, if available) and ensure that the agreement includes provisions to provide for acceptable walking and riding surface, and the repair and removal of dirt, debris, graffiti, weeds, and any deleterious item or material on or about the landscaping in an expeditious manner.
