Contract Award Date: 29 September 2022 Contract Award Number: W912P822C0068 Total Contract Amount (with options): $17,901,800.00 Contractor: Crosby Dredging, LLC 17771 Highway 3235 Galliano, LA 70354-3578 UEI: YDLCJ4YBJF53 Atchafalaya River, Bayous Chene, Boeuf and Black, Bayou Chene and Avoca Island Cutoff, Maintenance Dredging #22-1, Assumption, St. Mary, and Terrebonne Parishes, Louisiana (ED 20-026) This is an UNRESTRICTED procurement. The work consists of satisfactory removal and disposal of all shoal material within the limits of work including dike construction as described herein and as shown on the contract drawings. The estimated value of this work is between $25,000,000 and $100,000,000. * TO BE ESTABLISHED BY AMENDMENT Electronic Submission of Bids: For this IFB Solicitation, MVN is requesting all electronic bids be submitted via email to the Contracting Officer and Contract Specialist associated with the IFB: Contracting Officer - Mr. Christopher Nuccio email: christopher.nuccio@usace.army.mil Contract Specialist - Ms. Karen Hargrave, email: karen.d.hargrave@usace.army.mil The Contracting Officer or Contract Specialist will send an email acknowledging receipt. Please note, our Firewall can cause a delay in receipt of email, so be sure to allow time for the delay. The Bid Opening is currently scheduled for 11:00am CST Friday, 16 September 2022. The Contracting Officer and Contract Specialist will begin downloading bids at 10:00am CST, which is the bid receipt cutoff time. All bids received after 10:00am CST on Friday, 16 September 2022 will be considered late. Please use the following call-in information to attend the meeting: Toll-Free: 1-844-800-2712 Access Code: 43382870 Following the conclusion of the bid opening, the Bid Abstract will be uploaded to SAM website under this solicitation, within 24 hours. Bid Bonds (Offer Guarantee) should be submitted electronically with the Bid Package as per the scheduled Bid Opening on Amendment. As per Class Deviation 2020-O0016, Electronic signatures and electronic, mechanicallyapplied, or printed dates may be used and shall be considered original signatures and dates. In addition, a Corporate Seal is not required, the SF 28 need not be sworn and notarized and a written authorization of the release signed by the surety is acceptable in lieu of the notarized authorization of release by the surety. Original Certified Bonds need not be submitted at time of bid. USACE MVN Contracting Division reserves the right to request the Original Certified Bonds, if deemed necessary to verify their authenticity. The following deviation clauses now apply, in lieu of the corresponding FAR clauses: o 52.228-11, Pledges of Assets (DEVIATION 2020-O0016), which removes the requirement for the Standard Form 28 to be sworn and notarized. o 52.228-15, Performance and Payment Bonds--Construction (DEVIATION 2020-O0016), which removes the requirements for seals on Standard Forms. THE NOTICE TO PROCEED (NTP): The successful bidder is advised that performance and payment bonds shall be submitted in accordance with the time frame in block 12B of SF 1442 after Notice of Award. The NTP will be issued immediately after verification of acceptable performance and payment bonds. Within 24 hours after issuance of the NTP, the Contractor shall initiate a meeting to discuss the submittal process with the Area or Resident Engineer or his authorized representative. Physical work cannot start until the Accident Prevention Plan, Contractor Quality Control Plan, and other submittals which may be required, have been submitted and approved and all preliminary meetings called for under the contract, have been conducted. NOTE 5: OPTIONAL WORK ITEM: This provision pertains to Bid Item(s) 0005 and 0006. The Government may require the delivery of, in whole or part, the Option Item(s). The Contracting Officer may exercise the Optional Work Item(s) by written notice to the Contractor. If the Government activates an Option Item(s), the activation will occur while the Contractor's plant is within the limits of work. NOTE 6: EVALUATION OF OPTIONS (FAR 52.217-5 JUL 1990). Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the government to exercise the option(s). NOTE 7: The quantity shown in Item 0006 is for evaluation purposes only. Payment for this line item will be based on the actual quantity used and it shall be excluded from the clause FAR 52.211-18, "VARIATION IN ESTIMATED QUANTITY". NOTE 8: TIME ADJUSTMENT IN THE EVENT OF THE EXERCISE OF OPTIONAL WORK. In the event that OPTIONAL WORK items are exercised under the terms of the contract, the time required for completion of the contract shall be 15 calendar days in addition to the original contract duration of 235 calendar days established for the BASE WORK items specified in the Contract Clause entitled "COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (FAR 52-211-10 - APR 1984)". No additional mobilization/ demobilization will be paid to the Contractor for the Optional work. NOTE 9: OPTION FOR INCREASED QUANTITY -- SEPARATELY PRICED LINE ITEM (FAR 52.217-7). The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within three days prior to the estimated completion date of the basic line item or any previously exercised option. Delivery of added items shall continue at the same rate that like items are called for under the contract unless the parties otherwise agree. AM0003 - RFI #2 Question 1: Will there be any additional changes to the plan drawings with the addition of the option for Bayou Black. The current plans have an indication for the first option item area and not the second area. Please advise. Response 1: There will be no additional changes to the plan sheets. The limits of work for Bayou Black are shown on sheet C-01 in the B4 quadrant. Typical sections and the profile for Bayou Black are shown on sheets C-14 and C-15, respectively. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
