Title: Major M&R of C51SC Location of the work: U.S. Coast Guard Base Portsmouth, Portsmouth VA Project Number: 5092283 Specifications: Major M&R of C51SC, dated December 2021 Drawings: CG DWG 5092283-D, Sheets 1 through 95 Supplemental attachments: CEUC USCG Approved Equipment Enrollment Catalog and CEUC Equipment Enrollment Form Wage Determination: General Decision No. VA20220161 dated 02/25/202205/20/2022 Disclosure of Magnitude: The design and construction costs will be subject to the funds available for this project. Base Items and Option Items: $6M to $10M Description of the work: Base: Two (2) story unit In the two-story portion (Area C) of Building C5ISC, remove the existing direct expansion (DX) split systems and install a variable refrigerant flow (VRF) system on each floor using R-410a refrigerant. HVAC system removal in this primarily office/cubicle/conference/break room style space shall include, but not be limited to, outdoor air-cooled condensing units, air handling units, ductwork, piping, associated refrigerant, suspended ceiling system and controls. Work includes all work necessary to modify the interior space to support the HVAC work, including replacing ceiling systems and tile in the two-story portion and removing and reinstalling lighting, notification systems and ceiling hung systems. Provide appropriate concrete equipment pads. Control systems provided under this section must be integrated with the existing central Siemens proprietary controls system. One (1) story unit On the single-story section, remove the existing roof system and replace with a new SBS Modified Bitumen Membrane roofing system. This work includes: modification of existing roof drain systems; removal of abandoned equipment supports and pipe/conduit penetrations; providing flashing improvements, scupper modifications, new control joints, cap flashings, parapet caps, nailers, equipment screen support pitch pocket flashings and pipe penetration seals, new roof curb extensions and traffic pads for roof top equipment, new work platform, and radio lab wire and antenna penetration flashings; constructing an overflow roof drainage system for 3 overflow drains, with new drain lines running above ceiling and terminating with lamb's tongue scuppers at the exterior wall. Work includes removing, storing, and reinstalling of ceiling tiles as needed to facilitate construction of overflow drainage pipe Offerors are requested to review this Request for Proposal as soon as possible upon receipt. If an offeror has any questions regarding this Request for Proposal which require an answer from the issuing office, these questions shall be submitted, in writing, referencing section and paragraph this Request for Proposal, to Contract Specialist Amanda Jordan at amanda.g.jordan@uscg.mil. Questions shall be received no later than August 19, 2022. Option Item 1: Remove CRAC units, dry coolers, and associated piping/appurtenances serving the perimeter lab spaces and replace with glycol-based CRAC-dry cooler systems with dual pumps for redundancy. CRAC units shall be replaced one at a time utilizing the portable air conditioning equipment as described in Item #3, as necessary. The lab spaces will continue to be utilized by the Owner during construction, therefore work shall be conducted in a manner that limits disruption of lab areas. Work includes removal, storage, and modification of the raised tile floor and the associated piping and electrical connections for the units and providing appropriate concrete equipment pads. The CRAC units shall be equipped with ethernet connectivity to allow simple network management protocol monitoring by the Base environmental monitoring and control system. Control systems provided under this section must be integrated with the existing central Siemens proprietary controls system. Remove DX split systems using R-22 refrigerant in classrooms 148 and 150 along with associated condensing units, pads, ductwork, coils, and piping. Install split system heat pumps using R-410a refrigerant and connect to existing duct system. Install condenser units outside on appropriate pads and connect equipment with electrical feeds and piping. Control systems provided under this section must be integrated with the existing central Siemens proprietary controls system. Work includes removal and replacement of ACT ceiling system. Option Item 2: In the single-story section, remove CRAC units from the core areas and cap chilled water piping for construction. Replace units with chilled water CRAC units and connect to underfloor chilled water and condensate lines. CRAC units shall be replaced one at a time utilizing the portable air conditioning unit described as Item #3. The core area will continue to be utilized by the Owner during construction, therefore work shall be conducted in a manner that limits disruption of the core areas. Work includes removal, storage, and modification of raised tile floor and electrical connection and providing appropriate concrete equipment pads. The CRAC units shall be equipped with ethernet connectivity to allow simple network management protocol monitoring by the Base environmental monitoring and control system. Control systems provided under this section must be integrated with the existing central Siemens proprietary controls system. Option Item 3: Provide and install two (2) portable air conditioning units to be utilized for temporary cooling during construction of Item #1 and/or Item #2, as necessary. Coordinate utilization of temporary cooling with COR and integrate into phasing plan. Cost shall be based on installation, removal and utilization of temporary cooling for a 3 month period. Period of Performance: 252 calendar days from Notice to Proceed for the Base Items and Option Item. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
