Job No. P-92-011-23, Various Phase I/Phase II Survey Projects, Various Routes, Various Counties, Region Two/District Two. This project requires 22% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on October 25, 2022, at 10:30 AM at the Region Two/District Two Office in Dixon. Phase I and II engineering services are required to furnish various survey projects throughout District Two. This work is anticipated to include field office assistance for surveys to establish or re-establish section corners, reference said corners to centerlines, preparation of a cover sheet, Right-of-Way Plats, Easement Plats, Premise Plats, legal descriptions, Monument Record Plats (copies of recorded Monument Record Plats to be furnished by the Consultant), section Corner Plat of Survey work, topographic surveys, cross-sections, profile, existing and proposed centerline alignments, drainage inverts, and any other tasks deemed necessary to complete the work in accordance with the department's Survey Manual and District Two procedures. Work orders under the blanket agreement will be negotiated and authorized by the department on an asneeded basis. The work may include preparation of existing ROW CAD file based on existing ROW plats and related material provided by the department, necessary research to aid in defining existing ROE (i.e., recorded surveys, subdivision plants, and records from railroads and other government agencies), survey existing ROW and prepare existing ROW plats and related material, preparation of ROW documents and related material. In addition, all survey information will be acceptable for design purposes and formatted per IDOT specifications. All data collected electronically or plotted will comply with IDOT CADD standards and use standard IDOT Survey Point Codes. This project is anticipated to be completed using 3D modeling utilizing Bentley's Open Roads Designer software (or equivalent) and our current CADD environment in accordance with the latest IDOT computer Aided Design, Drafting, Modeling and Deliverables (CADD) Manual. Some GIS and database work may also be required. The Consultant must also have a QA/QC plan to review internal work as well as assigned IDOT projects. The Consultant may be required to contact local land surveyors for their input and may be expected to obtain historic survey reference data. The estimated construction cost for these projects may range from $10,000 to $20,000,000. The estimated engineering fee for this project is $500,000. The completion date for this contract will be 60 months after authorization to proceed. The Prime firm must be prequalified in the Special Services (Surveying) category to be considered for this project.
