Job No. P-93-044-22/D-93-090-22, Phase I and II Engineering Services, I-80 Pavement Reconstruction from 0.4 miles east of Seneca Interchange to 0.4 miles west of IL 47 Interchange, Grundy County, Region Two/District Three. This project requires 22% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0.035. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on October 26, 2022, at 10:00 AM at the Region Two/District Three Office in Ottawa. Phase I and II engineering services are required for the preparation of a Combined Design Report (anticipated to be a Categorical Exclusion) and final contract plans, specifications, and estimates for reconstruction of I-80 between Seneca and Morris. The Phase I work includes preparation of a Combined Design Report. The work includes conducting route and land pick-up surveys, proposed design, providing maintenance of traffic, identification of roadside safety improvements, crash analysis, pavement design, and identifying drainage improvements and all other work necessary to complete the Project Report. The work also includes preparing a Location Drainage Study and Roadway Geotechnical Report. Hydraulic Reports, Structure Geotechnical Reports and Bridge Condition Reports (BCR) are needed for the structures within the study limits. Type Size and Location (TS&L) plans may be required based on the BCRs. The anticipated construction cost for this project is $100,000,000 (each direction of I-80 is to be programmed in a separate construction contract). The completion date for this contract will be 60 months after authorization to proceed. The Phase I portion is expected to be completed in 36 months and the Phase II portion is expected to be completed in 24 months. A planned Supplement for Phase II will be prepared near the completion of Phase I. The Prime firm must be prequalified in the following categories to be considered for this project: Highways (Freeways) Location Design Studies (Reconstruction/Major Rehabilitation) Statements of Interest, including resumes of the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
