Job No. D-93-089-22, Phase II Engineering Services for Plan Preparation of Various Projects, Various Routes, Various Counties, Region Two/District Three. This project requires 23% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on October 27, 2022, at 10:00 AM at the Region Two/District Three Office in Ottawa. Phase II engineering services are required for the preparation of plans, specifications, and estimates for various bridge rehabilitation, bridge painting, culvert repair, sign structure replacement, pavement patching, pavement resurfacing, traffic signal upgrade, and other similar types of plans prepared by the District Bureau of Operations. The typical project scope may include items such as bridge deck patching and concrete overlay, approach pavement repairs, expansion joint repairs, bearing replacement, substructure repairs, scour countermeasures, traffic control, wingwall repairs, culvert repairs, pavement patching, and other similar repair work. The Consultant may also be required to perform NBIS and Element Level Inspections including providing the equipment and traffic control necessary to perform the inspections. Work orders under the blanket agreement will be negotiated and authorized by the department on an as-needed basis. The department will furnish the Consultant with any available as-built existing plans, bridge condition reports, traffic data, soil boring data, pavement core data, horizontal alignment, vertical alignment, and any other available information. This project is to be completed in accordance with the latest IDOT Computer Aided Design, Drafting, Modeling and Deliverables (CADD) Manual. The estimated construction cost for each contract prepared on this project is $150,000 to $1,000,000. The estimated engineering fee for this project is $1,000,000. The completion date for this contract will be 60 months after authorization to proceed. The Prime firm must be prequalified in the following category to be considered for this project: Highways (Roads and Streets) Structures (Highway: Typical) Statements of Interest, including resumes of the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
