PRE-SOLICITATION NOTICE / SYNOPSIS Project Description: Sacramento River Erosion Contract 4 (SRE C4) Anticipated Posting Date: 27 September 2023 Pre-Solicitation Notice Number: W9123824B0001 SAM Posting Title: USACE SPK DBB Construction - Sacramento River Erosion Contract 4 (SRE C4) - Sacramento, CA SAM Posting Description: The United States Army Corps of Engineers (USACE) Sacramento District (SPK) anticipates solicitation of a requirement for design-bid-build (DBB) construction services to be performed in support of the Sacramento River Erosion Contract 4 (SRE C4) located in Sacramento, California. SRE C4 will address erosion and levee failure risk to the Sacramento River east levee through the placement of 1750LF of rock revetment and soil bioengineering at Little Chicory Bend in the Little Pocket Neighborhood of Sacramento, CA. The Government anticipates construction work will be performed in the Spring, Summer, and Fall of 2024. In accordance with FAR 36.204(g) the magnitude of construction is estimated to be between $5,000,000 and $10,000,000. The Government intends to solicit an Invitation for Bids (IFB) that will result in award of a firm-fixed price contract. The solicitation is anticipated to be issued using North American Industrial Classification System (NAICS) code 237990, Other Heavy and Civil Engineering. The small business size standard for this NAICS, as established by the United States Small Business Administration (SBA), is $45,000,000.00 annual revenue. The Product and Service Code (PSC) is anticipated to be Y1LC, Construction of Tunnels and Subsurface. The solicitation is anticipated to be issued as a total small business set-aside through the Procurement Integrated Enterprise Environment (PIEE - https://piee.eb.mil) and Governmentwide Point of Entry, the System for Award Management (SAM - www.SAM.gov) on or about 13 October 2023 with bids tentatively due 28 November 2023. If the Government intends to conduct a pre-bid site visit, the date, time, and location will be identified in any forthcoming solicitation. Offerors must use contractors from the Pre-Qualified Sources List (PSL) for American River Common Features (ARCF) 2016 Sacramento River and American River Erosion Construction Contracts determined qualified to perform the following features of work: Earthwork, Biotechnical Bank Protection and Barge Work. The Fiscal Year 2024 Updated PSL was posted to SAM.gov under Special Notice W9123823S0046. Additionally, specific qualification requirements will also be identified in the forthcoming solicitation. Please DO NOT request an updated schedule if estimated dates are surpassed; the Government will release all information publicly through PIEE and SAM when updates are available. Requests for schedule updates may be ignored. Please DO NOT request a copy of the solicitation, or draft plans and specifications, as they are not currently available. Any available technical data required to respond to the solicitation will be furnished as part of any forthcoming solicitation. Following solicitation release, all responsible sources may submit a bid that shall be considered by the agency. This project and/or the anticipated solicitation may be changed, delayed, or canceled at any time. All prospective Contractors must be registered in Procurement Integrated Enterprise Environment (PIEE). Registration is not required to download any forthcoming solicitation documents, plans, and/or specifications, but registration IS required to submit a bid. PIEE registration is a multi-step process so plan accordingly. Additionally, Offerors must be registered and active in the System for Award Management (SAM) to be eligible for award. Solicitation documents, plans and specifications will only be available via the PIEE website. The solicitation posting on SAM.gov will include a link to the solicitation in PIEE along with links for PIEE training and registration. The USACE is not responsible for providing Contractors with notifications of any changes to the solicitation or other means for providing a bid outside of the PIEE system. It is therefore the Contractor's responsibility to monitor the SAM.gov website daily for the solicitation to be posted, and for any posted changes or amendments to the solicitation. It is also the Contractor's responsibility to ensure they are registered in PIEE and able to submit their offer by the response due date set forth in the solicitation. The ONLY Interested Vendors / Plan Holders / Bidders List is available through SAM.gov; Contractors are responsible for identifying their entity as an interested vendor and contacting other interested vendors. USACE SPK will not review capabilities statements submitted in response to this Synopsis or coordinate partnering arrangements between parties. Contractors should check SAM.gov frequently for changes to the interested vendors list and this Notice. It is anticipated that the solicitation and/or attachments will be posted in Portable Document Format (.pdf) which will require Adobe Acrobat Reader to open and view files. Adobe Acrobat Reader may be downloaded free of charge at http://www.adobe.com/products/reader. *The value for this project is based on a financial range.
