The documents can be obtained at the cost established by SEAO. Are authorized to present offers, companies having their head office in Quebec as well as any other company which respects the agreements of release of the public markets established by the government of Quebec. Quebec companies must have a license issued by the Régie du bâtiment du Québec, according to the Building Act (RLRQ, chapter.B-1.1), covering the work required. This license must be valid at the time of submission of the bid. Tenders must be accompanied by a tender guarantee, in the form of a tender bond in an amount equal to ten percent (10%) of the amount of the tender presented, valid for a period of sixty (60) days (as the case may be) and made out to or in favor of the Office municipal d'habitation de Québec. Tenderers will be responsible for the choice of subcontractors both for their solvency and for the content of their tender and must ensure that they hold the required licenses and permits.
