A Request for Proposals (RFP) is a method of procurement permitting discussions with responsible proposers and revisions to proposals prior to award of a contract. Proposals will be opened and evaluated in private. Award will be based on the criteria set forth herein. The Selection Committee, made up of staff, may conduct discussions with any proposer who submits an acceptable proposal. Proposers shall be accorded fair and equal treatment with respect to any opportunity for discussion and revision of proposals. During the course of such discussions, the Selection Committee shall not disclose any information derived from one proposal to another proposer. The Village of Winfield reserves the right to negotiate specifications, terms, and conditions which may be necessary or appropriate to the accomplishment of the purpose of the RFP. The Village may require the entire proposal be made an integral part of the resulting contract. This implies that all responses, supplemental information, and other submissions provided by the proposer during discussions or negotiations will be held by the Village of Winfield as contractually binding on the successful proposer. Village responses to questions will be sent out to all proposers and addenda issued, if necessary, no later than 12:00 pm on Friday, August 26, 2022. No proposals shall be accepted from, or contract awarded to, any person, firm or corporation that is in arrears or is in default to the Village, upon any debt or contact, or that is a defaulter, as surety or otherwise, upon any obligation to the Village, or has failed to faithfully perform any previous agreement with the Village. Official notice of award of this proposal shall be in the form of a written letter from the Village of Winfield, along with a copy of the Contract document approved by the Village Board and signed by the Village President. The Village reserves the right to accept the proposal that is, in their judgment, the best and most favorable to the interests of the Municipality and the public; to reject the low Price proposal; to accept any item to any participant's proposal; to reject any and all proposals; and to waive minor irregularities and informalities in the proposal process or in any participants proposal submitted; provided, however, that the waiver of any prior defect or informality shall not be considered a waiver of any future or similar defects or informalities, and participants should not rely upon, or anticipate, such waivers in submitting the participant's proposal.
