The project provides road improvement treatments for sediment delivery sites and hydrologically connected road reaches along unpaved road in the Preserve and along easement access through a working vineyard property. The project proposes 12 different recommended erosion control and erosion prevention treatments. The work includes, but is not limited to the construction or road improvements on 3.96 miles of unpaved road including install armored fill stream crossings, ford crossings, trash racks above stream crossing culverts, rolling dips, road out slope and clean-out or cut ditch, critical dips to eliminate diversion potential at stream crossings, riprap and/or drain rock to buttress fill slopes and add ballast to protect select road surfaces, use 1.5" minus rock to surface sections of road; replacement of undersized, poorly installed, or worn-out stream crossing or ditch relief culverts; decommission of stream crossing on mainstem Calabazas Creek, import local fill to raise road to provide adequate cover where a larger properly sized culvert will be installed; remove incised inboard ditch; re-route road to reduce erosion at a through cut location; apply straw and native seed for temporary erosion and sediment control. All treatments are intended to improve road surface drainage, reduce chronic erosion and sediment delivery, thereby decreasing overall maintenance needs and improve access within the Preserve. 1.5 CONTRACT TIME. Substantial Completion shall be within forty (40) Days from the date when work is to commence as stated in the Notice to Proceed. Final Completion shall be within sixty (60) Days from the date when work is to commence as stated in the Notice to Proceed. REQUIRED CONTRACTOR'S LICENSE(S). A California "A", "C12", "C61", contractor's license or Timber Operator (LTO) is required to Bid this Contract and through the completion of the project. A combination of classes is okay as long as any C61 - Limited Specialty Classification is applicable to the scope of work. All contractors and subcontractors shall be properly licensed by the Contractor's State Licensing Board and possess the necessary license classifications for the work they perform under this project. REGISTRATION PURSUANT TO LABOR CODE SECTION 1725.5 REQUIRED. All Contractors submitting a bid proposal and any Subcontractors listed therein must currently be registered and qualified to perform public work pursuant to Labor Code section 1725.5. County requires proof of current registration by contractor and all listed subcontractors as a condition to bid this project, subject only to the allowances of Labor Code section 1771.1. Contractor is required to list their DIR Registration number on the Bid Form. 1.8 PREVAILING WAGE LAWS. The successful Bidder must comply with all prevailing wage laws applicable to the Project, and related requirements contained in the Contract Documents. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. In accordance with the provisions of section 1720 et seq. of the Labor Code, the Division of Labor Standards and Research has determined the general prevailing rates or wages and employer payments for health and welfare, pension, vacation, travel time, and subsistence pay as provided for in section 1773.8. Copies of the general prevailing rates of per diem wages for each craft, classification, or type of worker needed to execute the Contract, as determined by Director of the State of California Department of Industrial Relations, are located at Website and are deemed included in the Bidding Documents. Contractor shall post the applicable prevailing wage rates at the Site, in addition to all other job site notices prescribed by regulation. This is a Public Works Project. Pursuant to CA Labor Code 1771 for contracts over $1,000.00 prevailing wage requirements are enforced. CA Labor Code requires that all contractors and subcontractors working on this project keep certified payroll records in accordance with Labor Code 1776. It shall be mandatory upon the Contractor herein and upon any Subcontractor to pay not less than the said specified rates to all laborers, workers and mechanics employed by them in the execution of the Agreement pursuant to CA Labor Code 1774, including owner operators. Attention is directed to the provisions in section 1777.5 and sections 1777.6 of the Labor Code concerning the requirement to employ apprentices by the Contractor or any Subcontractor under it, please refer to Labor Code 230.1 for requirements. BID PREPARATION COST. Bidders are solely responsible for the cost of preparing their Bids. 1.12 RESERVATION OF RIGHTS. County specifically reserves the right, in its sole discretion, to reject any or all Bids, or re-bid, or to waive inconsequential deviations from Bid requirements. 1.13 REQUIRED SUBCONTRACTORS LIST. All Bidders must submit with their Bids the required information in Document 00430 (Subcontractors List) for those Subcontractors who will perform any portion of Work, including labor, rendering of service, or fabricating and installing a portion of the Work, in excess of one half of one percent of total Bid. Violation of this requirement may result in Bid being deemed non-responsive and not being considered. 1.14 ESTIMATED BASE BID CONSTRUCTION COST. The estimated base bid construction cost is $160,000 to $180,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
