The contract shall be let to the responsible resident making the lowest proposal if such resident's proposal is not more than 5% higher than that of the lowest responsible non-resident bidder. A successful resident bidder (resident as defined by Wyoming Statute) shall not subcontract more than thirty percent (30%) of the work covered by his contract to nonresident contractors.
