The City of Tupelo is seeking Statements of Qualifications from interested engineering firms for the purpose of providing full engineering services for the expenditure of AMERICAN RESCUE PLAN ACT (ARPA) and application for reimbursement matching grants from the MISSISSIPPI MUNICIPALITY AND COUNTY WATER INFRASTRUCTURE (MCWI) GRANT PROGRAM, the PROJECT. The City of Tupelo has determined that Request for Qualifications would be practicable and advantageous to the city and has made that determination based on the nature of the services, i.e. professional services, where quality, availability or capability is overriding in relation to price in procurements for such professional engineering services. Due to the amount of services needed and time constraints, the PROJECT consists of three (3) separate groups of water, wastewater and storm water infrastructure projects in Tupelo, Mississippi, with a minimum total budget of approximately $8,000,000 up to a total budget of approximately $16,000,000. All projects must be eligible under the EPA's Clean Water State Revolving Fund (CWSFR) program, or the EPAs Drinking Water State Revolving Fund (DWSRF) program, or any other drinking water, wastewater or storm water project eligible through ARPA guidelines, guidance, rules, regulations, and other criteria, as may be amended from time to time by the United States Department of Treasury. The work covered by this request includes preparation of engineering reports, environmental surveys, preparation of environmental impact statements, assistance with grant application and regulatory compliance, and water, wastewater and storm water design, surveying, plans, specifications, testing and construction inspection of the individual projects. Firms interested in providing these services must submit, as a minimum, the following information to meet evaluation factors: 1. Price factors - Price will be determined by negotiation of fair and reasonable compensations after qualifications are evaluated and the most qualified offeror is selected. Professional fees (design and construction oversight) ex- pressed as a percentage of the ac- tual construction cost of the project (Project lists with cost es- timate provided). 2. Technical factors - Experience in water, wastewater and storm water project design and construc- tion management over the past 5 years, particularly projects involv- ing governmental agencies; quali- fications demonstrate a clear understanding of the scope of work and related objectives; demon- strated understanding of ARPA water, wastewater and storm water infrastructure project re- quirements; demonstrated under- standing of the MDEQ MCWI matching grant program and qual- ifications are complete and respon- sive to the specific request for qualifications requirements and past performance where similar qualifications required. 3. Management factors - pro- posed scheduling timeline meet the needs of the city; project man- agement plan, history and experi- ence in performing the work on-time, on-budget and contract- compliant; professional staffing that will be available and dedicated to these projects; laboratory and testing capabilities and availability measured in terms of location and distance to Tupelo. 4. Cost factors - Cost of services compared to other proposals and adequately explained or docu- mented. Firms responding to this Request for Qualifications will be ranked using the requested information and from this a list of at least three firms will be selected for further consideration. Discussions may be conducted with offerers who submit qualifications determined to be reasonably susceptible of being selected for the award, but that qualifications may be accepted without such discussions. City of Tupelo reserves the right to reject all statements of qualifications. Due to guidance received from the Mississippi Department of Environmental Quality on July 28, 2022, that the on-line portal for submitting competitive grant applications under the MCWI Grant Program (First Round) will open September 1, 2022 and close September 30, 2022, the City has determined and deemed that shorter times are necessary than fourteen days (14) for the pre-proposal conference and thirty (30) days for submissions of responses to this RFQ.
