This Request for Proposals (RFP) solicits Consultants to provide professional services to complete the preliminary engineering, prepare and obtain the necessary approvals for the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA), and to prepare Plans, Specifications, and Estimates and perform right of way services as necessary to construct complete street improvements on Broadway. This project is federally funded; therefore, federal procurement rules apply to the project. The project must comply with Caltrans Local Assistance Procedures Manual (LAPM) for federally funded projects and all applicable local, state, and federal guidelines. The initial agreement will include preliminary engineering and environmental clearance tasks. Final design tasks may be offered as a separate or supplemental agreement upon satisfactory completion of the initial agreement. This project is the implementation of the Envision Broadway in Oak Park Plan, which was approved by City Council in March 2020. Proposed improvements include a lane reduction, buffered class II bike lanes, signal and pedestrian crossing improvements. Envision Broadway in Oak Park is one of many projects that will contribute to transforming Broadway into a complete street. The northern limits will connect to Broadway Complete Street Project and the southern limits will connect to safety and mobility improvements as part of the Broadway Vision Zero Project. Envision Broadway in Oak Park is a logical and important connection to close the gaps between the two projects and create a cohesive multi-modal community street. As required by federal law, Caltrans has established a statewide overall Disadvantaged Business Enterprise (DBE) goal. In order to ascertain whether that statewide overall DBE goal is being achieved, Caltrans is tracking DBE participation on all federal-aid contracts administered by cities/counties and other local agencies. To assist bidders in ascertaining DBE availability for specific items of work, the City advises that it has determined that DBEs could reasonably be expected to complete for subcontracting opportunities on this project, and their likely availability for work on this project is 20% percent. Proposers must engage project participation of DBEs in the specified percentage above or demonstrated Good Faith Effort (GFE) to do so in the event they are unable to meet the required level of DBE participation on the project. Failure to comply will result in a proposal being declared not responsive. The method of contractor selection has not been determined at this time.
